1. Description of Intent:


This is a Sources Sought Notice. Army Contracting Command - Warren (ACC-WRN) is conducting a Market Survey to determine the level of interest among qualified 8(a) small business contractors in providing Information Technology services (NAICS code 541513). No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking offerors to be placed on a solicitation mailing list. All portions of this market survey are merely for market research purposes, subject to change at any time, and are in no way binding on the Government. Response to this RFI is voluntary and no reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information requests. No solicitation document exists at this time, and calls requesting a solicitation will not be answered.


2. General Information:


The Government's explicit intent, in this sources sought notice (SSN), is to not receive from respondents any proprietary data, trade secrets, business sensitive information, or information considered CONFIDENTIAL under 18 U.S.C. §1905. The Government's constraint does not in any way relieve respondents from their responsibility to properly mark proprietary data when it is provided, in accordance with DFARS 252.227-7013, nor does it alleviate any requirement for the Government to protect marked data. The Government is not obligated to protect unmarked data.


Respondents shall ensure that any material and data that is provided is marked appropriately to ensure proper handling of all information. Unless otherwise noted herein, anything submitted in response to this SSN will not be returned to the sender. Respondents will not be notified of the results of this SSN or results of information submitted, nor will the Government respond to telephone or email inquiries. NOTE: The Government is not asking you to develop or provide drawings or develop any technical data in response to this RFI.


3. Background:


TARDEC Web Enabled Services Group currently has an enterprise data management system currently utilizing the Windchill 10.2 product lifecycle management (PLM) software that supports TARDEC and numerous external stakeholders with an engineering-centric solution, providing configuration management capabilities to include: product design management, engineering change management, product requirements management, product support management and secondary part procurement. Due to changing/expanding stakeholder requirements, the enterprise data management system applications and functionality requirements are ever evolving, and will need to accommodate current and future users; TARDEC anticipates the number of supported stakeholders to increase in the coming years.


TARDEC Web Enabled Services group also supports and manages TARDEC's SharePoint collection by providing 1st and 2nd level user support for Out of the Box (OOTB) SharePoint 2010 functionality, as well as customized SharePoint capabilities, which help their users to manage their business and project data. The WES Collection Manager also serves as the liaison to the Army Materiel Command (AMC) SharePoint group, which hosts TARDEC's SharePoint collection.


4. Scope of Capabilities Sought:


The scope of the capabilities sought include, but are not limited to: Program Management, Technical Management, Requirements Management, Process Analysis, Process Design, System Design, System Development, Verification and Validation, Data Migration, Infrastructure Design, Operational Support, Communications Development, Help Desk and Training utilizing Windchill 10.2 and SharePoint 2010.


Following are additional examples of critical technical capabilities sought:


a. Thorough understanding of Windchill 10.2, including system applications and functional capabilities and SharePoint 2010. A working knowledge of Windchill 11 and SharePoint 2013 are preferred but not required.


b. Software maintenance on applications which operate within the Army or DoD computing environment and support functions:


• Provide Windchill guidance/training
• Provide SharePoint guidance/training
• Client/Server and Web Development
• Windchill applications development and sustainment
• SharePoint applications development and sustainment
• Requirements analysis
• Configuration control
• Software analysis and evaluation
• Design, development, test, and deploy processes
• Continuity of Operations - Data Backup (CODB)
• Understanding the Defense Information Systems Agency (DISA) environments
• Infrastructure/Technology upgrades
• PowerBuilder and EAServer
• Java, JSP, PL/SQL, HTML, JavaScript, XML. Ant, Sharepoint
• Oracle Database
• Multiple Software Baseline Management


TARDEC estimates that the labor categories below would be required to support the technical functions listed above.

5. Responses Due:


Electronic responses to this SSN must be received by close of business 07 June 2016.


6. Instructions for Response:

Submit any questions prior to submitting a full response. Request that electronic responses be provided in Microsoft Word 2013 or earlier, or compatible with Adobe Acrobat PDF Reader X PRO or earlier. Responses are limited to no more than 10 pages, text in Arial or Times New Roman, no less than 12 pitch, with one-inch margins. Only one response per company will be reviewed. Please format the subject line of the response email as follows: "[Organization Name] - Response to RFI - TARDEC ACE Windchill Support".


7. Prospective Business Identification. Responses should be in the form of a Capability Statement and include the following elements:

c. Telephone Number (Of POC)
d. Fax Number
e. Email Address (Of POC)
f. Company Size: Number of employees and annual revenue
g. Identify if the vendor is a Tribally-owned or Alaskan Native Corporation 8(a) small business.
h. Identify any Federal contracts or vehicles that your company has been awarded.
i. Data Universal Numbering System (DUNS) Number, Cage Code, and or Tax Identification Number (TIN)
j. If the company is already registered in System for Award Management (SAM)
k.Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. The company is requested to include a "roadmap" describing all changes in the organization of the Offeror's company. A pamphlet or other commercial document describing such reorganizations may suffice.
l. The identification of any teaming and/or subcontracting arrangements required to meet the stated requirements. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming should be provided. Should a teaming and/or subcontracting arrangement be identified in your response, your response should clearly state the anticipated role(s) under any potential/anticipated teaming/subcontracting arrangement.
