NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis with Booz Allen Hamilton of McLean, VA to provide information management and information technology support services for Naval Education and Training Centerbs (NETC) Chief Information Office (CIO) located in Pensacola, FL. NETC and other activities within the Manpower, Personnel, Training, and Education (MPTE) enterprise require support for technical and administrative tasks necessary to manage a wide range of information technology programs that support all facets of the CIO Mission in MPTE.

This procurement action is being conducted in accordance with FAR Part 15. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C.2304(c)(1), as implemented by FAR 6.302-1.

This is considered a bridge action in order to avoid a break in services while the competitive follow-on award is being conducted.
It is critical that the work continue while the follow-on procurement is being processed. This is not a request for proposal from any other contractor other than Booz Allen Hamilton.

To acquire the information management and information technology support services for the bridge period, it is anticipated that this sole source bridge action will be awarded as a modification to an existing Cost-Plus-Fixed-Fee (CPFF) bCb type contract, N00189-16-C-Z082. This bridge action will provide contractual coverage for a period of twelve months from 25 September 2017 through 24 September 2018, with options that will extend the performance period through 30 November 2018 which will be exercised only if necessary.


The applicable NAICS code for this requirement is 541512.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received by the close of business 7 July 2017 will be considered by the Government.

The Government will not pay for information submitted in response to this notice.
