THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center, San Diego (FLCSD) is conducting market research to determine the availability of Small Business (SB) firms to participate in competitive acquisition of Industrial Shop Towel Leasing Service (see attached draft Performance Work Statement)to be provided to various United States Navy (USN) activities/commands located in the States of California and Nevada. The NAVSUP FLCSDbs contemplated procurement is for a single Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with multiple year performance periods (One base year, plus four one-year options subject to Government decision to exercise).
The anticipated task orders to be issued against the contemplated IDIQ contract shall be paid using the Government Purchase Card as the ONLY payment method.

The NAVSUP FLCSD requirement for Industrial Shop Towel Leasing Service is a continuing need and was previously sole-sourced/procured from a HUBZone business. A determination by the Government on the method of competition for this requirement has not been firmed to proceed as it was as the previous procurement. Therefore, interested SB entities are highly encourage to get involve and participate in this sources sought notice by submitting statements of capability and past performance, if applicable, providing Industrial Shop Towel Leasing Service or similar services under NAICS 812332.
Based on the responses received to this notice and information from other market research sources, NAVSUP FLCSD reserves the right to determine the procurement/solicitation method to select including set-aside to SB as well as set-aside to one of the various social-economic programs (Women Owned, or HUBZone, Service-Disabled Veteran-Owned, or 8(a) program); or, full and open competition - if the rule of two is not met.

Any information submitted by respondents to this notice is strictly voluntary. The Government will not reimburse respondents for any costs incurred in preparation of any responses to this notice. The Government will not award any contract based on the information received from this notice.
NAVSUP FLCSD is interested only in identifying SB firms that are capable of providing Industrial Shop Towel Leasing Service in accordance with the attached draft Performance Work Statement (PWS), and to stimulate industry awareness and gain feedback to improve the acquisition environment/process.

In order for the Government to make a determination, it is emphasized that all concerns provide sufficient written information to indicate their capacity and capability to successfully meet the requirement. If you are an interested, please provide the following information: 1) small business size category; 2) DUNS number and CAGE code; 3) demonstrate your companys ability and capacity to provide required service; and 4) include any past performance information on Government contracts of similar nature, size, scope and complexity.
All interested parties should provide a Statement of Capability (no more than 10 pages). Electronic responses (i.e. email) are preferred and telephonic request for information will not be honored. No request for capability briefings/debrief will be honored. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.
