Indefinite Delivery AE Contract for Surveying, Mapping and Related Geospatial Services Nationwide Capability


This is a Sources Sought Synopsis announcement; market survey for information only, to be used for acquisition strategy development. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Personal visits for the purpose of discussing this announcement are forbidden. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.


The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of Large Businesses and various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women-Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform A-E services. The type of solicitation will depend upon the responses to this sources sought synopsis.


CONTRACT INFORMATION: The Tulsa District, U.S. Army Corps of Engineers requires the services of Architect-Engineer (A-E) firms for up to two (2) Indefinite Delivery Contracts (IDCs) for Surveying, Mapping and Related Geospatial Services. This will be an Indefinite Delivery Contract with a period of five (5) years and not-to-exceed $9,500,000. In accordance with FAR 52.219-14 Small Business firms are reminded of the requirement to self-perform 50% or more of the work.


Nature of Work: The A-E shall furnish all services, materials, equipment, supplies and supervision required to perform surveying, mapping, and related geospatial services to support the planning, designing, constructing, operating, maintaining, and managing of real property and lands in support of the U.S. Air Force Real Estate Portfolio management mission. Surveying, mapping and related geospatial services and products include, but are not limited to, real estate land boundary, topographic, photogrammetric, bathymetric (deep and shallow draft water conditions of 3' or less with underwater obstructions), planimetrics, utilities (surface and sub-surface), coordinate systems and geographic conditions. Products submitted will be in a CADD/GIS format or coordinate geometry files. Additional related geospatial services include the creation and management of geodatabases, spatial and attribute analysis of geodatabases using standard or custom programs and applications, and implementing web-based interactive mapping products. The A-E should expect to become a significant part of the government's USACE Project Delivery Team (PDT).


Place of Performance: Projects will be located at various USAF installations nationwide and are anticipated to be primarily located within the continental United States.


The official announcement citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued.


Firms' response to this announcement shall be limited to 5 pages and shall include the following information:


1. The Government is requesting that members of the Small Business Community interested furnish the following information (a) Company name, address, point of contact, telephone number and email address.
2. Firms interest in bidding on the solicitation when it is issued.
3. Type of Small Business Community member (Small Business (SB), Section 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned (SDVOSB), Woman-Owned Small Business (WOSB), under the North American Industry Classification System (NAICS) code 541330 which contain a size standard of $15,000,000. FSC for this requirement is C211, A-E Services.
4. Provide a general statement of your capabilities.
5. Demonstrate specialized experience and technical competence in surveying, mapping, and related geospatial services to support the planning, designing, constructing, operating, maintaining, and managing of real property and lands and provide a minimum of three examples within the past 2 years.
6. Include name, address, telephone number, email address of references, contact number, total contract value, and period of performance. Contracts must be same or similar to work described in this announcement.
7. Describe ability to perform work in the geographic location within Southwestern Division boundaries (Kansas, Oklahoma, and part of Texas)
