Inactive Duty Contract Lodging


THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The purpose of this Sources Sought is to collect Market Research Information and industry expertise for the purpose of which may or may not be used to establish between (2) two and (3) three Blanket Purchase Agreements.


This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation to bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach.


Peoria Air National Guard Base, Illinois anticipates the solicitation and award of a 3 year Blanket Purchase Agreement to provide "Inactive Duty Contract Lodging" consisting of a minimum of 120 double queen or larger and 30 single king or larger rooms each month starting on 1 April 2017 and ending on 31 March 2020. The Illinois Air National Guard, 182nd Airlift Wing, Peoria Illinois is considering a multiple award Blanket Purchase Agreement with capable vendors to provide hotel services. The intent of this BPA is to establish a mechanism which allows the government to make consolidated credit card purchases of hotel nights with local hotels. All hotels within a 25 mile radius of the Greater Peoria Airport are eligible to be considered. Any awarded vendor will have to register in SAM.gov and provide the government with a CAGE code or DUNS number. All interested Small Business concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 27 February 2017. Any awarded BPA will be subject to the Service Contract Act (Applicable rate: 11240 - Maid or Houseman $10.15 per hour as paid for work subject to this agreement). The 182 AW requests information on the feasibility, estimated room cost, and service delivery options of each source. Potential sources are sought along with alternative solutions to this need. This notification, which shall not exceed five typewritten pages must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form (reference Attachment 1, Sources Sought Information Request Form, 2 pages) and (3) A listing of group bookings completed during the past three years, both for government and private industry of a comparable size and number of rooms. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. (4) A brief outline of key personnel and resources located within the 25 mile locality of Peoria, IL that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it will be advertised as unrestricted.
