16. Description: The United States Marine Corps (USMC) Installation Geospatial Information and Services (IGI&S) Program (under MCICOM) has a requirement to acquire Space Management commercial off the shelf (COTS) software licenses capable of interfacing with ArcGIS for Server and Portal for ArcGIS v10.4.1. These software licenses are leveraged in support of the IGI&S program, better known as GEOFidelis. The COTS software must be a GIS-based solution. Space Management capabilities are required to support the USMC Infrastructure Reset Strategy. The USMC Infrastructure Reset Strategy seeks to reduce costs in facility maintenance by eliminating inefficient facilities while focusing sustainment funding on mission essential facilities. This process involves asset management for global, regional, and local geographies. Infrastructure Reset requires the ability to define data elements below the building level at resolutions below the class II real property facility level. Defined space usage and management at the architectural unit must also support aggregation, analysis, and query at regional and global scales across 24 Marine Corps Installations. The software required is: InVision - Annual Term Site License (250 User Licenses) to include PN: IV-300 (InVision Foundation including 5 named users); PN: IV-301 (InVision Foundation Additional 245 named users); IV-304 (InVision Connect Module); PN: IV-305 (InVision FM Core Module) and the labor to install and configure the software.

The performance period for this contract is anticipated to be 12 months.


The requirement will be fulfilled through a firm fixed price purchase order.


This procurement is a commercial acquisition using FAR 13 Simplified Acquisition Procedures, via a written solicitation.

Soliciting from a Single Source: MCICOM intends to award a purchase order to PenBay Solutions LLC for the InVision COTS Space Management Software in accordance with FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available." Market research was conducted to search for a Geographic Information Systems (GIS) based COTS Space Management software that will provide geo-locational information supporting asset management, work order tracking, move management, and scheduling and are capable of interfacing with ArcGIS for Server and Portal for ArcGIS v10.4.1 and leveraged in support of the IG&S program, better known as GEOFidelis. The solution would need to be an application-level space management solution that leverage GIS based technology approaches to infrastructure management both outside and inside the buildings with the ability to join geospatial data to other tabular databases such as IBM Maximo (USMCMax) and the internet Navy Facility Asset Data Store (iNFADS); would need to support aggregation, analysis, and query at installation, regional, and global scales and are compatible with the existing GEOFidelis Online system architecture; and would need to leverage ESRI's ArcGIS for Server and Portal for ArcGIS to provide space management solutions that meet MCICOM's requirement for centralized data management, mass multiple simultaneous editors, spatial-temporal analysis, collaboration and markup, scenario planning, enterprise database integration from other authoritative data stores, reporting and analysis tools, web publishing, integration with other databases, supports raster data integration, provides CAD to GIS conversion tools, provides BIM/Revit data interoperability, and supports Microsoft SQL Server and Oracle Spatial Relational Databases. Out of the solutions currently available on the commercial market that meets these criteria found through market research, InVision software meets all of the compatibility requirements and could be installed and configured with the existing GEOFidelis Online System architecture at a fair and reasonable price. The only other solution found that meets all of the technical criteria and compatibility requirements would cost approximately 7.5 times the price of the InVision product. PenBay Solutions are the sole source providers of InVision Software, retaining exclusive rights for software sales and maintenance making the software only available from them.


All responsible sources meeting the requirements in paragraph 16 & 19 may submit a quotation which will be considered.
