NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.


The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist to assist in determining if this effort can be competitively awarded to multiple companies and/or whether a total Small Business Set-Aside is appropriate. The proposed North American Industry Classification Systems (NAICS) Code is 325920- Explosives Manufacturing which has a corresponding size standard of 750. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice by completing the survey following this synopsis with as much information as possible.


Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.


The United States Air Force (USAF) is surveying the market to determine if sources exist to support an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the following items:


• BBU-35 NSN: 1377016421574


• BBU-36 NSN: 1377016406470


• BBU-46 NSN: 1377014361106


• BBU-48 NSN: 1377016407205


• BBU-59 NSN: 1377014982054


• BBU-63 NSN: 1377015028981


The Air Force's intention is to award a multiple award IDIQ contract and compete individual delivery orders for each NSN listed, or a group of the listed NSN's. Interested vendors do not need to be a qualified source for the NSN's listed above; however, to compete for delivery orders (if selected as one of the vendors under the multiple award IDIQ contract), your company must be a qualified source at the time the delivery order is competed. Awardees may have the opportunity in the future to become a qualified source for any of the NSN's listed.
