This is an amendment to solicitation W31P4Q-16-R-0014 which was posted on November 19, 2015 and expired. The new solicitation number is W31P4Q-17-R-0105. The proposed solicitation issue date is on or about 24 March 2017 with a closing date of 7 April 2017. The planned procurement is to acquire Contractor Logistics Support (CLS) for the Improved Target Acquisition System (ITAS). This acquisition is sole source Raytheon Missile Systems, CAGE Code 96214. The Contractor Logistics Support will consist of providing engineering support, logistics support, configuration management, product assurance support, special engineering studies, system engineering, failure analysis, test and evaluation, equipment publications, Field Service Representative support and contractor repair in support of the ITAS. The requirement is for a base period of 12 months in CY 2017 with additional a year of options in CY 2018 which may be exercised incrementally. A Firm-Fixed Price (FFP) and Cost-Plus-Fixed-Fee contract is anticipated to be awarded by the Government. Telephone requests for copies of the Request for Proposal (RFP) will not be accepted. RSC is the only source with the requisite capabilities to provide the CLS requirement for the TOW ITAS weapon system. RMS owns all of the system level drawings, the majority of the lower level drawings and several of their critical subcontractors own some technical drawings for the assemblies and individual components of the ITAS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for additional competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to further compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a full and open competitive procurement.
