Improve and Increase IHS Pediatric Emergency Care for American Indian and Alaska Native Children and Youth
(i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.
(ii) Solicitation number 75H70419R00028 applies, and is issued as a Request for Proposal (RFP).
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, effective June 5th, 2019.
(iv) This requirement is solicited as full and open with no set-aside, and the associated NAICS is 813920, with a small business size standard of $15,000,000.00.

(vi) The purpose of this project is to improve and increase the capability of the IHS to provide pediatric emergency care to American Indian and Alaska Native (AI/AN) children and youth. The Emergency Medical Services Act of 1984 identified children and youth at risk for mortality and morbidity caused by severe illness or trauma in pre-hospital and hospital environments. In 1999, the Health Resources Services Agency (HRSA) identified AI/AN children and youth at risk for unintentional injuries which are the leading cause of mortality and morbidity in tribal communities. This led to the first Inter-Agency Agreement (IAA) with IHS and HRSA to bring resources, expertise and supported efforts to improve Emergency Medical Services for Children (EMSC) in IHS and Tribal Healthcare programs. It is mission critical to continue this collaboration to ensure that quality pediatric emergency care and resources continue to be improved for and accessible to AI/AN children.
(vii) Delivery and acceptance terms for this order are FOB Destination, with all deliverables completed by 10/15/2019. Meetings, both electronic and in-person, as well as site visits to multiple IHS facilities nation-wide (as needed) will be required.
*Travel shall be reimbursed in accordance with the applicable Federal Travel Regulation determined rates.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. Notwithstanding the procedures contained in FAR 52.215-1(c)(3) of the provision of this solicitation entitled Instructions to Offerors-Competitive Acquisition, the Government may consider a proposal received after the date specified for receipt if it appears to offer significant cost or technical advantage to the Government and it was received before proposals were distributed for evaluation, or within 5 calendar days after the exact time specified for receipt, whichever is earlier.
*Contractor training for HIPAA/Privacy Act will be required for the Awardee. Training is applicable to Key Personnel and all contractor staff accessing Personally Identifiable Information.
