Implementation Grant
The Division is announcing an RFP for award of an assistance agreement. This assistance agreement is intended to support on-the-ground projects which protect the valued ecological resources and services of the Potomac Highlands ecosystem. This RFP sets forth the process that will be used for competitively selecting a recipient who will award subawards on a competitive basis to meet the specified expected environmental results. EPA plans to award one assistance agreement under this announcement.
The objective of this RFP is to solicit proposals from eligible applicants to develop, design, manage, and operate a competitive subaward program, and perform the activities below, resulting in subaward projects to restore and protect the Potomac Highlands ecosystem and achieve the goals listed in Section I.A through on-the-ground implementation projects. Applicants should use existing resources, partnerships, and knowledge of the environmental, cultural and economic issues that exist in the Mid-Atlantic Highlands to support the goals of the Highlands Action Program-As listed in Section I.A. Applicants should be able to create partnerships with Federal, state or local organizations to implement on-the-ground projects and measure environmental results. EPA intends to award one assistance agreement under this RFP.
