The purpose of this amendment is to answer, and clarify the QASP requirement of the solicitation.  The following question was submitted:



Question:  One of the updates to this version of the solicitation requests that offerors propose a Quality Assurance Surveillance Plan (QASP) in their proposal. We are unfamiliar with the use of QASPs on contracts of this type (i.e. cost reimbursement plus fixed fee). Can the department provide guidelines for how the criteria for the QASP should be structured?

Answer:  Though the contemplated contract type is a cost-plus fixed fee, it is important to note the awardee/contractor is always judged on the quality of their submissions(s) and/or performance.  This is normally documented in their annual Contractor Performance Assessment Report.  Since the vendor is proposing a solution, the Government is requesting that interested vendors identify how they propose both parties perform quality assurance procedures.  Please note that the QASP is a living document, and is expected to evolve during contract performance, hence why it is not being evaluated as an evaluation factor for award, at this time.
