Image Enabled Data Entry Service
The Louisiana Department of Revenue hereinafter referred to as LDR, uses image-enabled high-speed scanners and Optical Character Recognition (OCR) technology in the processing of tax documents and checks. Data entry services are necessary to complete the processing of tax documents and checks, generally referred to as a "repair" function in OCR/Intelligent Character Recognition (ICR) processing. LDR estimates that temporary employees perform up to one hundred million (100,000,000) keystrokes annually. LDR is attempting to secure additional data capture services to perform this function to reduce unclassified temporary employee costs, to improve the turnaround time in keying data, and to more effectively manage our workforce.
The successful proposer will be expected to interface with LDR's existing processes, programs, and equipment. While these services will be provided exclusively for LDR, the Office of Information Technology will require that any successful solution meet the statewide standards for security and methodology. In addition, strict confidentiality standards are in place to meet LDR and Internal Revenue Service requirements.
The purpose of this Request for Proposal (RFP) is to obtain competitive proposals as allowed by Louisiana Revised Statute 39:1593.C. from bona fide, qualified proposers who are interested in providing image-enabled data entry services. The proposer must be able to retrieve an image created by the Louisiana Department of Revenue, electronically convert the images into snippets, perform data capture of characters not perfected, verify the correctness of the entry, and return the data to the LDR Revenue Processing Center in a manner consistent with our existing processes. The image-enabled services shall be performed in the contiguous United States of America, and shall meet strict confidentiality requirements. Reports and additional documentation must be provided to satisfy billing requirements and to allow LDR verification of work performed.
