General Information: The U.S. Army Corps of Engineers, Rock Island District, is seeking businesses that are capable of providing the following: Installation of an anchored sheet pile wall within an existing boat slip/marine way at the Illinois Waterway (ILWW) Project Office in Peoria, IL.

This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work.

Project Description: ILWW Project Office Sheet Pile Wall. The work shall include installation of an anchored sheet pile wall in front of an existing sheet pile wall in the boat slip/marine way located at the Project Office. The installation will include approximately 800 linear feet of PZ35 sheet pile driven to refusal. The anchor system will include top and bottom anchors as follows:

The bottom anchor intersects the outer face of the sheetpile at EL. 440.0 and extends into bedrock at a 35 degree angle. The bottom anchor system shall withstand a 204.15 kip tensile load. There are at least 105 - 2.5" diameter 110 ft long rock anchors that will have a bonded length of 36 ft. The top anchor intersects the outer face of the sheetpile at EL. 450.0 and extends into bedrock at a 30 degree angle. The top anchor system shall withstand a 76.8 kip tensile load. The installation of at least 30 - 1.5" diameter 120 ft long rock anchors that will have a bonded length of 14 ft. Both of these rock anchors systems are to be post tensioned after the grout has cured. The remaining top anchors system will be installed at EL 450.00 and is attached to a deadman anchor.

Wales will be attached to the anchors and wale sections will be built up members. Prior to installing the wales, wale support brackets are installed by underwater welding for the bottom elevation only. The wale support brackets for the top anchor will be installed just below the top anchor. Fenders are to be fastened to the wales to provide a rubbing surface for vessels. Checkposts will be installed with additional anchors. The remaining space that is between the existing wall and the newly installed wall will be filled with concrete to the height of the existing wall. The remaining fill will be sand that is topped with a layer of crushed rock with fines.

There is the potential for additional site work, such as, dredging the boat slip after the wall is installed and site grading on the land side of the wall. Electrical receptacles will be installed at various location along the wall.

This will be a construction contract to be constructed during the spring/summer of 2018. Construction will take place in the wet, with work anticipated to be performed from a floating plant. It is expected that divers will be necessary to support anchor installation.

All interested, responsive, and responsible SAM Database registered businesses are encouraged to participate in this sources sought by emailing the required information below to the point of contact listed above. Interested businesses shall include the following information to be considered for this Sources Sought announcement:
1. Company name, address, point of contact, phone number/email address and CAGE Code.
2. Company's interest if a solicitation for this project is issued.
3. Firm's intent to be a prime contractor or subcontractor.
4. Company's business category and size.
5. Company's capability to perform on the project description outlined above.
6. Provide a maximum of two examples of projects similar in size, scope and complexity with a brief description of each project, customer name, timeliness of performance, contract number, customer satisfaction and the dollar value.
7. Address your firm's plan to include small business participation to the maximum extent practical on a project of this size and nature.
8. Provide suggested small business goals which maximize small business participation on this particular project.

Minimum Technically Acceptable Contractor Expertise Criteria: A potential Contractor must demonstrate through experience, references, project lists, or reports, they possess relevant resources and capability of the following items:

- Drilling, installing, and post tensioning rock anchors in both wet and dry conditions.
- Ability to use divers as needed and perform underwater welding.
- Experience utilizing floating plant, including driving sheet pile from floating plant.
- Include experience performing under tight timelines in a relatively constrained work site.
- Dredging capability.
- Identify what work is to be performed by sub-contractors.
