The Illinois State Toll Highway Authority (Tollway) is seeking professional services to perform agreed upon procedures to review the Rent portion (Article 7) of the Oasis Fuel Lease with 7-Eleven, Inc. to confirm that all rent monies the Tollway is entitled to under the agreement are being and have been received. This study will include:
Reviewing the contract entered into by the Tollway and the lessee, specifically Article 7m
Performing a financial analysis of audited records/statements of lessee as it pertains to the Tollway and lessee agreementm Evaluating financial rights, obligations and revenue structure of the lessee to the Tollway under the agreementm Identifying risks, consequences and terms that may not be in the best interest of the Tollway and its patrons under the aforementioned agreementsm Offering strategies to ameliorate identified risks and strengthen the Tollway's position to realize the full benefit of the lease, where possiblem Providing recommendations on additional options available to the Tollway under the current agreement.
