In May 2006, P.A. 094-0752 was signed, requiring the Illinois Department of Public Health to implement the development of a criminal history analysis for each identified offender residing in an Illinois nursing home and to make a risk analysis and security recommendation to the facility for housing the resident. The intent of this program is to ensure nursing facility resident safety. Without this RFP, the safety of nursing facility residents may be at risk. Under the direction of the Agency, the Vendor will conduct a risk analysis and prepare a security recommendation for each person, whose history of felony criminal offenses meets the provisions of the Act, who is admitted into a nursing facility licensed by the Agency. For those individuals who are registered/convicted sex offenders, the Vendor will complete a Sex Offender Evaluation in accordance with the Sex Offender Evaluation and Treatment Code (20 Ill. Adm. Code 1905) and the requirements of the Illinois Sex Offender Management Board. Sex offenders and violent offenders will require on-site evaluation.
