Idaho National Laboratory (INL) is part of the U.S. Department of Energy's (DOE) complex of national laboratories. INL is managed by Battelle Energy Alliance (BEA) for the DOE Office of Nuclear Energy. INL is the nation's lead laboratory for nuclear energy research, development, demonstration, and deployment. INL consists of an 890-square-mile area in southeastern Idaho often referred to as the "INL Site," as well as laboratories and administrative buildings located approximately 35 miles to the east in the city of Idaho Falls. This is a request for Expression of Interest (EOI) from prospective offerors for three separate construction opportunities at INL. Details related to the following opportunities are attached to this EOI:
Opportunity 1 - (Estimated Cost $40-60M) Sample Preparation Laboratory Construction
Opportunity 2 - (Estimated Cost $12-14M) Administration Building Construction
Opportunity 3 - (Estimated Cost $46-64M) INL Building Blanket Master Agreement


As this EOI is communicating three separate opportunities, interested firms should express interest for each of the opportunities with separate responses. All EOI responses shall be submitted no later than close-of business on October 18, 2018. Specific EOI response criteria are included in the attached detailed documents.


As part of this EOI, BEA will be holding an on-site meeting and site tour for all interested firms. The meeting/tour will take place on October 4, 2018 at 10:00 A.M. at the INL Willow Creek building (1955 Fremont Ave., Idaho Falls, Idaho). All attendees will be required to obtain a visitor pass prior to attending the meeting/tour and must possess a current (non-expired) state-issued driver's license to gain admittance. Visitor passes will be obtained at the INL Willow Creek building. Attendees should allow approximately 20 to 30 minutes for the processing of visitor passes.
