Subject: Expression of Interest (EOI)


Reference: IFB No. 335364: "Ice/Snow Clearing, Site" for Brookhaven National Laboratory (BNL).


Brookhaven Science Associates, LLC (BSA) is seeking an expression of interest from firms interested in performing Ice and Snow Clearing for BNL. In general, the work consists of, but is not limited to the following: furnish all labor, services, materials, tools, plant and equipment required to perform work that consists in general, but is not limited to, shoveling, plowing, salting and liquid brine pre and post treatment services on an "as required" basis at the Brookhaven National Laboratory Site. Work will be performed on designated areas, per event per incremental snowfall amounts. Manpower and equipment assigned to this task shall be based on the ability to shovel, plow, salt and apply liquid brine pre and post-treatment on a continuous basis in the designated areas which include but not limited to roadways, driveways, sidewalks, steps, landings, doorways, loading docks, dumpsters, fire hydrants and transformers, as required. The Contractor will perform to the standard of less than two (2) inches accumulation of snow, except where otherwise noted and having applied ice control over 100% of the designated surface area. When contacted by the Site Maintenance Superintendent or his designee the Contractor has 1.5 hours to respond to a specific event unless prior arrangements are made. Ice/snow clearing equipment labor furnished by the Contractor shall meet all requirements and qualifications as delineated in the enclosed Site Plan and specifications, No. 2017, entitled, "Ice/Snow Clearing, Site". BSA shall furnish the Contractor with such instructions, drawings, schedules, and supplementary specifications as it deems necessary to perform assigned work.


The contract will require safety training and coordination of all work performed under the contract. This includes complying with 10 CFR 851 Worker Safety and Health Program, providing insurance, and managing the work activity to meet all contractual requirements. The period of performance is for one year with the possibility of four, option-year extensions.


BSA intends to award one (1) fixed-price contract for a Contractor to perform this work.
This EOI infers no commitment to issue a solicitation or to make an award. Responses received will be used for planning purposes and determining potential candidates for subsequent procurement actions, if any. Bids will be solicited to candidates who respond to this EOI.


All interested parties must respond by 5:00 P.M. on July 24, 2017.

Award will be made to the firm whose bid is lowest and who meets all of the qualification criteria. Qualification criteria will encompass the following information:


1. Contractor has satisfactorily completed one or more projects, of similar scope, size and in the last five years.
2. Proposed Project Superintendent and Project Manager have successfully supervised one or more projects of similar scope, size and complexity in the last five years.
3. Contractor's average injury rates for the past three years are less than the average industry OSHA rates for lost time frequency (DART) and recordable incidents.
4. Contractor's insurance Experience Modification Ratings for the past three years are equal to or less than 1.0 for each year.
5. Contractor has a comprehensive written Corporate Safety and Training program.


It is anticipated that an Invitation for Bids will be issued within the next few weeks. Interested parties must send an email expressing their interest to Philip Gardner at gardnerp@bnl.gov .


A pre-bid meeting and site visit will be held for all interested firms after the solicitation is issued.
