The following is a sources sought notice for market research purposes only.  The 49th Contracting Squadron at Holloman AFB, NM is looking for offerors who would be interested in bidding on a requirement for lodging, catering, laundry service and ice delivery, herein referred to as "life support".  The life support requirement will be performed in the vicinity of Yuma, AZ.

BACKGROUND: This is a requirement for support of a multi-agency operation at or near the US-Mexican border.  The duration of the operation is between 7 August 2017 and 28 September 2017.  Lessons learned from past operations have shown that while many hotels and motels included meals, had ice machines, laundry rooms, internet service, and even business centers; the sudden influx of personnel put a strain on these amenities and many were either inadequate or unavailable.

In particular: meals did not have variety-(the same items every morning i.e. eggs, sausage, toast, or continental breakfast).  The amount of food was not adequate - Federal Government personnel were essentially competing with other hotel guests for food on a first-come, first-served basis.  Due to the nature of operations, Government personnel may not be able to eat meals during hotel-established hours.  Business centers were either unavailable or offered no privacy.  These operations are not necessarily classified but sensitive information could be processed and it must be safeguarded from unauthorized disclosure.

For these reasons the Government is specifying its minimum needs.  Potential offerors are advised that it may be beneficial to subcontract in lieu of performing these services in-house in order to meet ALL of the Government's needs.

At a MINIMUM, the Government requires the following:
Provide a total of 20 rooms to house 40 people.  Each room must have a microwave and refrigerator.  Double-occupancy rooms must have two separate beds (no hide-away beds).

Room configurations are as follows:
One single occupancy room:
Color multifunction printer with two sets of replacement printer cartridges
Period of Performance: 7 August 2017 to 28 September 2017 (52 nights)


Three double occupancy rooms:
Period of Performance: 7 August 2017 to 28 September 2017 (52 nights)


One single occupancy room:
Color multifunction printer with two sets of replacement printer cartridges
Period of Performance: 10 August 2017 to 25 September 2017 (52 nights)


16 double occupancy rooms:
Period of Performance: 10 August 2017 to 25 September 2017 (52 nights)

-Rooms must be cleaned daily to hotel standards commensurate with industry practices, with a deep-cleaning at least once a week.

-Laundry pick-up and drop-off with two-day turnaround or sooner.

-Three pounds of ice per person (approximately 6,240 lbs., bagged/non-bagged) per day.

-Parking for up to 10 rental vehicles or passenger trucks.

-Lodging must be within 15 miles of Yuma, AZ

-Cater up to 1,875 breakfast meals (usually between 0600 and 0700) with a variety of items for 40 personnel to a designated location near Yuma, AZ.

-Cater up to 1,875 dinner meals (usually between 1830 and 1930) with a variety of items for 40 personnel to a designated location near Yuma, AZ.

-Food preparation must be within 5 miles of lodging location if not done within the lodging facility

-Feeding hours must be flexible, up to a two hour variance from established feeding hours, when given at least 24 hours prior notice

-Government personnel requiring special meals due to allergies and/or religious constraints must be accommodated.


This list is not exhaustive.  Please refer to paragraph 5 of the attached draft performance work statement titled "specific tasks" for more details regarding the requirement.

Interested bidders should provide a capabilities statement or similar literature (brochures, etc.) on how they plan to meet the Government's needs.  In addition, interested bidders should respond with their company's socioeconomic status (e.g. small business, large business, woman-owned, veteran-owned, etc.).  Respondents should also register or be registered in the System for Award Management at www.sam.gov.  Registration is free and will become necessary in order to be eligible for award, if a solicitation becomes available.

Please note that this sources sought notice is for preliminary market research only.  A formal solicitation is not available at this time.  Respondents will not be reimbursed for any costs or fees associated with responding to this notice.
