Information Technology Consolidated Contract (ITCC)

Synopsis:

1.  NOTICE:  This is not a solicitation but rather a Request for Information (RFI) to determine potential sources for information and planning purposes only.

2.  PURPOSE:  The purpose of this RFI is to conduct market research to determine if responsible sources exist.  The acquisition strategy is determined to be an 8(a) set-aside.

2.1. The proposed North American Industry Classification Systems (NAICS) Code is 541513 Computer Facilities Management Services which has a corresponding Size standard of $25M.  The proposed Product Service Code (PSC) is D316.

2.2. The Government will use this information to determine the best acquisition strategy for this procurement.  The Government is interested in all 8(a) small businesses.  The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. 

2.3. Additionally, please provide any anticipated teaming arrangements, along with a description of similar efforts offered to the Government and to commercial customers for the past three years.  Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

3.  This is a RFI for market research purposes issued by Hill Air Force Base, UT. 

4. This RFI is to determine the availability and adequacy of potential sources prior to determining an acquisition strategy and contract strategy.  There is no solicitation available at this time.  Requests for a solicitation will not receive a response.

6.  DISCLAIMER

6.1. This RFI is issued solely for informational and planning purposes.  It does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future.  As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract.  This RFI does not commit the Government to contract for any service whatsoever.  Furthermore, we are not seeking proposals at this time.  Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI.  All costs associated with responding to this RFI will be solely at the responding party’s expense.

6.2. Any resulting procurement action will be the subject of a separate, future announcement.  The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release.

6.3. The information received will be utilized by the Air Force in developing its acquisition strategy, Performance Work Statement, Purchase Description, and Specification.  Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked and clearly identified in accordance with the applicable Government regulations.  The Government requests that non-proprietary information be submitted in response to this RFI.  However, should proprietary information be submitted, it should be marked “PROPRIETARY,” and will be handled accordingly.  The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified.  Proprietary information will be safeguarded in accordance with the applicable Government regulations.  Proprietary information or trade secrets should be clearly identified.

7.  INSTRUCTIONS FOR RESPONSE:  Interested parties are invited to submit a response, by email to the government POCs listed in para 9 below, not to exceed 10 one sided pages, to this RFI in the form of a Statement of Capabilities (SOC) to the Government.  The SOC needs to include demonstrated experience of the requirements above.  Please include the FA8201-19-R-ITCC solicitation number in the subject of the email.    Information submitted must be pertinent, specific, and cover the following areas:

7.1. Company Name and Cage Code

7.2. Is company foreign owned?

7.3 Email address and phone number of POC

7.4. Suggested NAICS

7.5. Business Size Classification for NAICS Code 541513 Computer Facilities Management Services.

7.6. Would you be a prime or a subcontractor?

7.7. Explain teaming arraignment, if applicable.

7.8. Experience:  Provide an outline of previous projects and/or specific work experience in relation to the above mentioned criteria.  Include a brief description of demonstrated experience and familiarity of information technology contracts.

7.9. COMMERCIALITY:  IAW FAR 2.101, please identify if this requirement, based on the PWS, is a commercial service and provide an explanation for your response.

10. INDUSTRY DAY:



10.1. Industry Day Conference for this requirement will be conducted on 22 October 2019 thru 24 October 2019, from 8:00 am to 4:00 pm MDT.


10.2. The conference will be held within the Hill Air Force Base general area, base access will not be required to attend. (Location, directions, and agenda will be posted by 10 Oct 2019, on the FBO website.)


10.3. The conference will include a general briefing, followed by one-on-one sessions where contractors may ask questions on an individual basis. Please note that capabilities briefings are not desired, but not prohibited. (Each one-on-one session will last 20 minutes.)


10.4 Please complete the attached registration form for a maximum of 3 participants to attend Industry Day.
