This announcement constitutes a Sources Sought for information and planning purposes to identify qualified and experienced sources for an anticipated Firm Fixed Price contract under NAICS code 541519, Other Computer Related Services and the Small Business Size Standard is $30M. This proposed contract is to acquire support for the management and operation of the United States Fleet Forces (USFF) Communications and Information Systems Division (N6). Support tasks include but are not limited to Network Engineering support, Portal Management and Development support, Maritime Operations Center/Tactical Systems support, Program Management support, Information Technology Analytical support, Database Administration support, Video Teleconferencing and Audio/Visual support, Staff Business Process/IT Service support, Information Assurance support and general IT support, as well as maintenance, updating and enhancement of developed software.

Subject to FAR Clause 52.215-3, titled bRequest for Information or Solicitation for Planning Purposes,b this announcement constitutes a sources sought synopsis for written information only.
This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.

The Fleet Logistics Center Norfolk (FLCN), Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract to provide support for the management and operation of the USFF N6. The contractor shall provide a capability statement that states whether they are able to provide services in accordance with the attached Draft Performance Work Statement (PWS).
The anticipated period of performance is a base year of 1 April 2020 to 31 March 2021, four (4) one-year option periods and FAR 52.217-8, Option to Extend Services.

Responses to this Sources Sought Notice shall include the following information in this format:

1.    Company name, address, point of contact name, phone number, and email address.

2.    Contractor and Government Entity (CAGE) Code.

3.    Other Government vehicles (contracts) that may issue orders for the required services. (ie. GSA, etc.).

4.    Size of business- Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Woman-Owned Business, Veteran-Owned and/or Service Disabled Veteran-Owned Business.

5.    Capability statement displaying the contractorbs ability to provide the minimum requirements to include past performance.
If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in the past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought.

6.    Capability statement to satisfy certifications required in the Draft PWS before start date of performance.

7.    Please include any questions or concerns you have in regards to this requirement.

8.    Include any other supporting documentation.

Submissions are to be no more than 10 single-spaced pages and no less than 12 point font.

Again, this is not a request for a proposal. Respondents will not be notified the results and the Government is not required to answer any questions submitted in regards to this sources sought notice.
