THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT NOTICE (SSN) FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT, NOR WILL THE GOVERNMENT PAY FOR INFORMATION SOLICITED. SINCE THIS IS A SOURCES SOUGHT NOTICE, NO EVALUATION LETTERS AND/OR RESULTS WILL BE ISSUED TO THE RESPONDENTS. THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT, PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME.


The U.S. Census Bureau seeks qualified sources, using their GSA Schedule, with the capabilities for providing the Directorate of Information Technology Division (ITD) with readily available research materials/papers/documents that they can review on-demand and advisory services to be scheduled as needed to provide access to expert insights and peer perspectives for the projects they are working on through the life cycle of their key initiatives.


Background:
The Bureau of the Census (BOC) is the primary source of basic statistics about the population and economy of the Nation. These statistics assist the Congress, the Executive Branch of the Federal Government, state and local governments, the general public, and the private sector in the development and evaluation of social and economic activities.


The BOC Directorate for Information Technology (ITD) provides IT Services and Capabilities that are Innovative, Responsive, and Trusted. They are trusted to protect, engage as partners, and deliver solutions. ITD is made up of eight areas that work in conjunction to provide these services. The work that these areas perform is critical to the BOC's overall mission, time dependent and on the cutting edge of technology.


By receiving these services, it will enable the BOC to achieve operational efficiencies, improve IT solution effectiveness, and avoid and reduce costs through the innovative creation and maturation of shared and reusable IT services, vendor management, and to improve efficiency, innovation, and decision-making effectiveness of BOC mission areas.

The required data and services must compose of the following:


Requested Information:


Interested contractors should provide the following information:


1. Company Overview:
a. A brief description of your company.
b. Socio-economic status, business size, and size standard/applicable
c. North American Industry Classification System (NAICS) codes.
d. Dun & Bradstreet (DUNS) number.
e. Existing contract vehicle(s) that are available to the Census Bureau and can meet the stated objectives of the Sources Sought
f. Web site address.
g. Government and commercial clients. Please include the scale of these contracts by dollar value, full time equivalent employees (FTEs), or number of annual contacts.


Company Capabilities:


a. Specify your company's ability/experiences to provide the following as described in this Sources Sought. It should be clearly delineated as to which objectives your company is able to perform.
b. Have you performed these services before? If so, please provide up to three past performance details to include the following:
i. Customer name and address
ii. Point of contact (name, title, telephone number) for contractual/administrative matters (e.g. the Contracting Officer or Contract Officer's Representative)
iii. Contract number and total dollar value of contract. If performed as part of a team, provide the dollar value of your firm's contribution
iv. Pricing arrangement (firm fixed-price, labor-hour, etc.)
v. Period of contract performance
vi. Description of work performed
vii. Identification of the major teaming partners, subcontractors, or prime contractor and the role played by each


Feedback:


US Census Bureau is seeking potential solutions that are in line with industry standards and commercial best practices that can be implemented at the Census Bureau. Responses to this Sources Sought should address the following questions:


1. Does your company currently have an existing enterprise online research portal spanning across all technology areas of Engineering, Information Technology, and Business? Describe the expertise and volume to accommodate research needs. Also describe how access is delivered and if search, review, print and save functionality is provided. The domain includes but not limited to Cloud, Data Management, Applications, Development, IT Vendor Management, Mobility, Security, IT Key Metrics and Benchmarks, Technology and Emerging Trends, etc.


2. Census requires an extensive and current research library. Please describe the type, complexity, and volume of engineering research publications. Similarly, detail how your company is refreshing research documents sufficiently and regularly to address new research and technology trends in the market on an annual basis.


3. Does your company have previous experience in successfully providing and addressing questions/inquiries from executive and subject matter experts regarding the expansive domain of IT, Engineering, and Business expert research inquiries and strategic needs for an organization of at least 4000 employees?


4. Does your company provide telephone and written access to advisory services from individuals who have experience working as government executives, commercial executives or IT executives and are currently employed with the vendor with the opportunity for Q&A with the analyst? Are these people subject matter experts, specific to the areas being researched or generalists and are they currently employed with the vendor?


5. Are the research and advisory services your company provides completely objective in its analysis of the market with no partiality to a particular technology, product, tool, or vendor-specific methodology?


6. Does your company provide additional venues to research topics of interest including webinars, conferences and networking forums, with opportunities for one-on-one meetings with technology experts?


7. Census is currently implementing the OMB TBM Taxonomy. Describe the experience and level of expertise that your company has in IT advisory services and resources available to address the complex needs of the TBM Taxonomy for large organizations.


8. Please provide any recommendations (including page number and the sentence or paragraph in question) that will improve the current state of the draft SOW. What type of information do you need from US Census Bureau to submit a successful proposal?



Submission of Information:


Interested firms responding to this sources sought notice must provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements specified above. All respondents are requested to identify their firm's sizes and type of business as well as any schedules your company might be under. Brochures alone are not sufficient documentation for demonstration of capabilities. The capability statement shall be in sufficient detail, but not exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirement specified above. Your capability statement should include references.


Responses must be received via email no later than December 4, 2017, 2:00 P.M. Eastern Daylight Savings Time. This notice is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited.
