Information Technology Manager


The U.S. Department of the Treasury is seeking an Information Technology (IT) Manager to provide a wide range of IT management and administrative services to support the Office of Technical Assistance (OTA), a bi-lateral international assistance program. The person selected will be hired under a personal services contract.


OTA provides technical assistance in over 50 countries in five functional areas; economic crimes, government debt and infrastructure finance, budget and financial accountability, banking and financial services, and revenue policy and administration.


The IT Manager provides oversight, coordination, consultation, and guidance on all OTA IT matters and oversees the execution of all OTA IT activities at the program's Washington, D.C. headquarters. Some travel may be required.


Qualifications:
• Significant, proven working experience as an IT manager or relevant experience successfully implementing IT strategies and IT security policies, preferably in the public sector
• Technical management experience in computer networks and hardware and software systems
• Expert knowledge of information technology standards and practices to include:
  o knowledge of IT applications and systems (e.g. operating systems and user interfaces)
  o experience implementing new technologies and evaluating technologies implemented
  o experience in preparing and testing disaster recovery and business continuity plan
  o experience in developing, implementing and enforcing information security and control framework, policy and procedures
• Excellent written and oral communication skills
• Strong organizational skills and significant project management experience
• Proven experience in strategic planning, risk management, change management and people management
• B.S. in Computer Science, Information Systems, or related field is desired


Responsibilities and Duties:
• Provide oversight, coordination, consultation, and guidance on all IT matters and operations
• Advise management on IT issues
• Create, maintain, monitor and evaluate IT strategy and work plan, including system and functional requirements and implementation timetable
• Establish and maintain a positive working relationship with partner offices and stakeholders
• Perform IT project oversight and management, including task planning coordination, systems engineering and configuration management oversight, IT solutions validation, and IT product integrity verification
• Review and advise management on IT project cost and time estimates, application and hardware quotes, schedules and contingency plans
• Provide guidance and training to non-IT staff on IT-related systems



Please note: This is a PERSONAL SERVICES CONTRACTOR position; NOT a civil service position.

U.S. citizenship is required.


SALARY: In accordance with program regulations and based on demonstrated salary history, salaries range from $47.52 to $79.78 per hour.
