The Naval Sea Systems Command (NAVSEA) intends to issue a Request for Proposal (RFP) to Rite Solutions, Inc., 110 West Broad Street, Pawcatuck, CT 06379, for engineering and technical services in support of the Inter Subsystem Monitoring Tool (ISMT)/Onboard Team Training - Master Controller (OBTT-MC) Technical Insertion (TI) 14 and Advanced Processor Build (APB) 15, TI16/APB15 and TI16/APB17. The additional scope of effort is required to complete the TI/APB builds currently being developed.

Rite Solutions, Inc. is the only known source with requisite knowledge and resources to complete the existing TI14/APB15, TI16/APB15 and TI16/APB17 ISMT-OBTT builds without substantial program delays to the AN/BYG-1 Combat Control System (CCS). The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one (1) or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements.


This notice of intent is not a request for competitive proposals; however, all capability statements received after the date of publication of this synopsis will be considered by the Government. This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Neither unsolicited proposals nor any other kind of offers will be considered in response to this notice. Respondents are wholly responsible for any costs or expenses associated with submitting a response. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
