INTRODUCTION

The Communications- Electronics Command (CECOM) Integrated Life Cycle Support Center (ILSC) Security Assistance Management Directorate (SAMD) is seeking Outside the Continental United States (OCONUS) Field Service Representative (FSR) support for 17 meter (17M) Rapid Aerostat Initial Deployment (RAID) Aerostats and 107/80 foot Tower Systems in the country of Iraq. Foreign Military Sales (FMS) is part of the United States Government (USG) Security Assistance/ Security Cooperation Programs authorized by the Foreign Assistance Act (FAA) and Arms Export Control Act (AECA), and is a fundamental tool of USG Foreign Policy. All work performed shall occur within statutory laws and regulations for FMS programs and other international programs as required by the U.S. Department of Defense (DoD) and Department of State (DoS).

SUBMISSION DETAILS

Interested businesses should submit as concise a response as practical on 8.5x11 inch pages with a font not smaller than ten point(s), wherein the interested business shall convey capabilities and intentions, be it via brochure, data sheet, or description(s) of possibly qualifying service(s) and/ or item(s). There should be enough informatioin to show that the interested business is capable of fulfilling all requirements detailed in the attached document entitled "A01- IRAQ P-ISR FIELDING FSR SOURCES SOUGHT SYNOPSIS_FINAL".

Responses to this Sources Sought Notice/ Synopsis shall be electronically submitted to ACC-APG Contract Specialist Andrew C. Mitchell, in either Microsoft Word of Portable Document Format (.pdf), via email address Andrew.C.Mitchell1.civ@mail.mil, not later than 4:00PM Eastern Standard (EST) on 26 April 2019; reference this Sources Sought Notice/ Synopsis number in the subject line of the email and on all enclosed documents. Information and/ or material(s) submitted in response to this request SHALL NOT BE RETURNED. DO NOT SUBMIT CLASSIFIED MATERIAL. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation(s) will be provided. No telephone or email solicitations with regards to the status of any resulting award(s) will be accepted prior to release.

If your organization has the potential capability to provide the required service(s), please provide the following: 1) Organization name, address, primary points of contact (POC) with respective email addresses, web-site addresses, telephone numbers, and type(s) of ownership for the organization; and 2) Tailored capability statement(s) addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated, organizations should address the administrative and management structure of such arrangements.

All data received in response to this Sources Sought/ Market Survey marked or designated as corporate or proprietary will be fully protected from any release outside the U.S. Government.
