The Commonwealth of Massachusetts, Information Technology Division (ITD), on behalf of the Executive Office of Health and Human Services (EOHHS), is issuing the RFR to obtain the services required to implement and manage a converged Data and Voice over Internet Protocol (VOIP) network and provide a single billing point for these services and all usage of the network across all EOHHS agencies Commonwealth wide. This integrated network will be location-based and will support all EOHHS staff at a number of individual sites. It will be part of the Massachusetts Access to Government Network (MAGNet). The Voice and Data Network, along with its supporting features, will be referred to as IP Telephony (IPT). IPT is defined as an application providing dial tone, call set-up, call tear-down, station features, voice mail, long distance, station hardware, billing information, etc. to telephone users over an IP network and interfacing to the public switched telephone network (PTSN). Furthermore, it includes the transmission of data associated with the traditional networked applications. The goal of this project is to complete the installation and migration of the 197 EOHHS sites by June 30, 2006.
