THIS IS A SOURCES SOUGHT NOTICE. This Sources Sought/Request for Information (SS/RFI) notice is being completed in accordance with Federal Acquisition Regulation (FAR) 15.201 to conduct market research under FAR 10.002(b). THIS IS NOT A SOLICITATION FOR QUOTES OR PROPOSALS. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This Request for Information is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ) or a promise to issue a RFP or RFQ in the future. All costs associated with responding to this SS/RFI or follow-up information requests will be solely at the interested vendor s expense. Not responding to this SS/RFI does not preclude participation in any future RFP or RFQ, if any is issued. Any information submitted by respondents to this SS/RFI is strictly voluntary. All submissions become Government property and will NOT be returned.
The Network Contracting Office (NCO) 16 is seeking preferably, Service-Disabled Veteran-Owned Small businesses (SDVOSBs) to provide BRAND NAME ONLY, Interacoustics Eclipse EP25 and Interacoustics Laptop for the Gulf Coast Veterans Health Care System, 400 Veterans Avenue, Biloxi, MS 39531. Any prospective contractor must be authorized/certified to sell the products described and show proof of that authorization at the time of responding to this Sources Sought Announcement.

Interest SDVOSBs are required to submit the following information via email:

Company name, DUNS, Federal Tax ID, address, point of contact, title, phone number, and email address;

Interest in bidding on the solicitation if it is issued to www.fbo.gov;

Business size/Socioeconomic status;

If the products are on the Federal Supply Schedule or Open Market; and

Memo or correspondence which authorizes distributor to distribute the manufacturer s products.

The applicable North American Industry Classification System (NAICS) Code for this requirement is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing and the Size Standard is 1,250 employees.

Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Sources Sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for SDVOSBs. However, if response by SDVOSBs proves inadequate, an alternate set-aside or full and open competition may be determined. No subcontracting opportunity is anticipated.
Responses must be received no later than Wednesday, August 16, 2017, by 3:30 pm, Central Standard Time (CST). Responses shall be emailed to Cynthia.Kinsman@va.gov using Sources Sought Interacoustics Eclipse EP25 & Interacoustics Laptop in the subject line. Facsimile or Telephonic responses will not be accepted.
Simply responding as an interested party in www.fbo.gov does not constitute your company as a source. Offeror must provide the above requested information by the time and date specified to be considered as a source. After review of the responses to the Sources Sought Notice, a Solicitation announcement may be published on the FBO website. Responses to the Sources Sought Notice are not considered adequate responses to the Solicitation announcement. All interested offerors shall respond to the Solicitation announcement in addition to the Sources Sought Notice.
All interested parties are reminded to be registered with the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award of Government contracts. Additionally, all SDVOSBs who respond to a Solicitation must be registered and certified with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov
