This Firm-Fixed Price Request for Quote (RFQ) is made using the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. Basis of Award: The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO) intends to award a contract to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation.

Requests for the RFQ, the Specifications or Plans are directed to view the entire RFQ on the Governmentwide point of entry available via the Internet at https://www.fbo.gov/ using Keyword / Solicitation Number: 140P4319Q0022.

Award is restricted to small businesses in accordance with Federal Acquisition Regulation FAR 6.203, Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The RFQ will be set aside for 100% for Small Businesses under NAICS Code 237310 Highway, Street, and Bridge Construction with a Small Business Administration size standard of $36.5 million.

RFQ consists of construction services to be performed to transport NPS-supplied signs from their storage area to each sign installation location. Supply and installation of road signs on new wood posts with new attachment hardware. Traffic maintenance measures, erosion control measures, placement of mulch; demounting and reinstallation of existing regulatory, warning, confirmation and route marker assembly signs and posts in new locations, including all excavation and backfill.

The Period of Performance is from 45 days from Notice to Proceed.

The Contractor shall perform on the site, and with its own employees, work equivalent to at least twenty-five (25) percent of the work to be performed under the contract, not including the cost of materials. Refer to FAR clause 52.219-14, Limitations on Subcontracting.

The Contractor shall furnish all labor, materials, equipment, tools, transportation services and supplies required to complete the work in accordance with the Contract Documents. U.S. Dept. of Labor, Construction Wage Rate General Decision Number: ME 190034 ME 34 and ME47 shall apply.

The order of magnitude for this project is estimated to be between $100,000 and $250,000.

Quoters must have a DUNS number, be registered and active in the System for Award Management (SAM) http://www.sam.gov, and have completed their Online Representations and Certifications in SAM, in order to be eligible for award.

Interested quoters are urged and expected to inspect the site where the work will be performed prior to submitting a quote. An organized site visit is not planned. A Pre-bid conference is not planned.

Electronic quote shall be accepted for this Request for Quotation. Facsimile quotes shall not be accepted. Quotes shall be emailed to cheryl_maison@nps.gov by the due date of July 8, 2019 at 2:00PM local prevailing time. Submit completed Quote Schedule (Attachment 3) with completed Standard Form 18, Request for Quotations.
