This Invitation for Bid (IFB) is made using the procedures of Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding. The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO), will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation.

This IFB is set-aside for 100% for Small Businesses under NAICS Code: 237310, Highway, Street, and Bridge Construction, size standard $36.5 million. Prospective contractors shall be registered in the System for Award Management (SAM) database. Initiate/Update SAM registrations at https://www.sam.gov.

The order of magnitude for this project is estimated to be between $250,000 and $500,000.

The location of the work is Penobscot and Aroostook Counties, Maine.

The onsite period of performance is within 90 days of the Contracting Officer issuing the Notice to Proceed.

The work consists of transporting NPS-supplied signs from their storage area to each sign installation location. Supply and installation of road signs on new steel h-beam breakaway posts, supported on new concrete foundations with new attachment hardware. Traffic maintenance measures, erosion and sediment control measures, including all excavation and backfill. U.S. Dept. of Labor, Construction Wage Rate General Decision Number: ME190034, ME34 and ME47 shall apply.

Interested parties are strongly encouraged to inspect site prior to bidding. An organized site visit is not planned. A pre-proposal conference is not planned.

VETS-4212 Report: Prospective bidders are put on notice that the FAR prohibits making any award to a contractor that has not submitted the required annual VETS-4212, Federal Contractor Veterans' Employment Report (VETS-4212 Report), with respect to the preceding fiscal year if the contractor was subject to the reporting requirements of 38 U.S.C. 4212(d) for that fiscal year. Refer to FAR clause 52.222-37 -- Employment Reports on Veterans.
