This document serves as a synopsis of solicitation Invitation for Bid 36C78618C0304 for a construction Project #813-MM-02; Under Drain Installation. The Contractor shall provide all tools, labor, equipment, material, professional services, and supervision necessary to install subsurface drainage in the form of a fabric lined pipe-less French Drain which shall be installed as shown on drawing. Disturbed areas shall be top dressed with a 12-inch minimum layer of topsoil to facilitate turf establishment. While other work is shown on the project drawing and specifications, ONLY the work to install the French Drain per Detail 10 on the drawing 813-MM-02-01 is required as part of this contract. All work shall be performed in strict accordance with the terms, conditions, specifications and drawings of the solicitation and all applicable standards and requirements. The period of performance shall be 45 calendar days from start through finish after Notice to Proceed has been issued. Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation.

Project Magnitude: Between $25,000 and $100,000.

A site investigation will be scheduled prior to the closing of the solicitation. Details for the site investigation are posted in the solicitation.

Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov.

This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award.
