INDEPENDENT CONSULTING SERVICES FOR ENVIRONMENTAL REVIEW OF WHISTLING
RIDGE ENERGY PROJECT This Request for Proposals (RFP) is to solicit proposals from companies
interested in conducting a review of an Application for Site Certification (ASC) and an independent
State Environmental Policy Act/National Environmental Policy Act (SEPA/NEPA) scoping review of
the Whistling Ridge Energy Project (Project) located in eastern Skamania County.
