THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication that the PMA-251 Program Office or NAVAIR will contract for the items contained in this RFI. The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) is seeking qualified manufacturers for the Improved Low Loss Launch Valve Plugs. It is anticipated that this requirement will be Sole Source. The ILLLV controls the flow of steam that provides the force required to perform a launch. The ILLLV consists of two plugs, one left hand and one right hand, that drop and rotate inside of the valve during a launch sequence of the US Navy Steam catapult system.

The ILLLV Plug is 50 inches long that consists of a 32-inch-long solid shaft welded to an 18-inch-long tapered, bell shaped plug with an 11 inch bore running perpendicular to the length of the part. The shaft has a maximum diameter of approximately 7.25 inches and the plug portion has a maximum diameter of 20.25 inches. It weighs approximately 600 pounds. The shaft material is SAE 4340 IAW AMS 6414 and the Plug material is SAE 4130 IAW AMS 6370. Both forgings are to be Ultrasonic inspected IAW AMS-STD 2154. The two components are welded together IAW NAVSEA S9074-AR-GIB-010/278 and the weld requires 100 % Magnetic Particle inspection IAW ASTM E1444/E1444M and Radiographic inspection IAW NAVSEA S9074-AR-GIB-010/271. The shaft has 6 inches of ACME threads (4.750 STUB ACME, MODIFIED FORM 2, PITCH ONE THREAD, 6 START, 4.483 PITCH DIAMETER, HELIX ANGLE 23 DEG 2 MIN) on the end furthest from the bell shaped plug. The direction of the ACME threads is what designates a right hand and left hand plug. As this part is a critical safety item, any departure from requirements can result in loss of life/aircraft. The attachment explains the process for becoming an approved source for Critical Safety Items (CSI).
The material covered in this potential requirement would be used in a crucial shipboard system supporting the launch and/or recovery of the aircraft. The use of incorrect or defective material would create a high probability of failure resulting in a serious personnel injury, loss of life, loss of vital shipboard systems, or loss of aircraft. Therefore, the material has been designated as critical application item (CAI) material and special control procedures are invoked to ensure receipt of correct material.
This potential requirement includes information that is only releasable to current and approved Department of Defense (DoD) contractors. Some documents are under Federal export control for "sensitive" or "controlled" technologies regulated by the U.S. Department of State International Traffic in Arms Regulations (ITAR) protecting national security. Data may not be exported without an approval, authorization, or license under E.O. 12470 or the Arms Export Control Act. Disclosure of the control drawings requires the verification of a current license for the oral, visual or documentary disclosure of technical data by U.S. persons to foreign persons as defined under the U.S. Department website: http://pmdtc.org/licenses.htm.

NAWCADLKE is requesting information from industry for the purpose of identifying qualified contractors interested in bidding on the possible competition to fabricate new ILLLV Plugs.


Companies interested in producing the ILLLV Plugs are asked to respond to this RFI as follows:


The Government requests interested companies submit documentation to address the following information:


1. Company Name and Address; applicable CAGE code, company point of contact and position along with contact information.


2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a definitive statement of current small/large business status.

3. Manpower to include the number of company employees and applicable skill sets.


4. Brief summary of your knowledge, capabilities and experience in the areas of forging, machining, and welding components of this magnitude.


5. Provide capabilities and qualifications to meet the Welding Procedure Qualification per NAVSEA Technical Publication 248 Section 4, the Weld Personnel Qualification and Approved Welder Training Program per NAVSEA Technical Publication 248 Section 5, and the Non-Destructive Training and Testing Program per ASTM TC-1A and NAVSEA Technical Publication 271 with an emphasis on Magnetic Particle Inspection (MT) and Radiographic Testing (RT).


6. Provide capabilities and qualification to maintain the Maintenance of Qualification for all welders in accordance with NAVSEA S9074-AQ-GIB-010/248, paragraph 5.2.11.
7. Provide manufacturing capabilities, including relevant history manufacturing similar parts and utilizing similar processes.
8. Provide examples of prior projects working on or with designated Critical Safety Item (CSI) equipment.
9. Provide examples and photographs of manufactured products of similar size and complexity.
10. Provide Quality Assurance systems in place, certifications, capabilities, and qualifications.
11. Provide any additional information that will assist in understanding your responses to the RFI.


NAWCADLKE will not pay respondents for any information generated for or provided in response to this RFI. Submit your response in a Microsoft® Word or compatible format document in no more than twenty single-sided, single-spaced pages, 12-point, Times New Roman font, using a minimum of one-inch margins. Responses to this RFI are requested by 4:00 PM on 24 July 2019. Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend.
