This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center (CC) intends to award a one year fixed price purchase order to Ortho-Clinical Diagnostics, Inc., Raritan, NJ 08869-1424 a Johnson & Johnson Health Care System Inc. affiliate company for the acquisition of reagents used in patient and donor testing.

The proposed vendor, Ortho Clinical Diagnostics Inc. (OCD) is the only known manufacturer and registered trademark holder of the OCD reagents that must be used with the ORTHO ProVue® instrumentation currently in place for blood testing at the National Institutes of Health, Transfusion Services Lab. The requested reagents are used for compatibility testing performed on the OCD instrument, the ORTHO ProVue® analyzer. The proprietary reagents are required to perform blood typing, screens and cross matches necessary for patient testing prior to transfusion. Without these reagents patients in the Clinical Center cannot receive the transfusions necessary for their treatment per protocols at the NIH. The comprehensive system of the instrument, reagents, and consumables is necessary to produce a complete testing result.

The OCD Immunohematology reagents or equivalent if an upgraded product need to be procured on/or before February 15, 2015 to ensure continued antigen and antibody testing of donor blood which is dispensed to patients.

The estimated product list and quantity is attached to this notice and titled-Supply List 15-003734. The exact quantity of products cannot be estimated at the time of award. The government reserves the right to increase quantities pursuant to FAR 52.217-6. The purchase order shall not exceed the simplified acquisition threshold.

This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b). Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
