The Naval Air Warfare Center, Aircraft Division Lakehurst, NJ intends to solicit on a sole source basis to TLD America Corporation located in Windsor, Connecticut.  The anticipated Firm Fixed Price contract is for the acquisition of an Integrated Logistics Support (ILS) data package for the Diesel/Electric Polyalphaolefin (PAO) Cooling Cart, part number (P/N) 1133406.  This ILS data requirements include:  Product Support Analysis; a Logistics Product Database file to include: a maintenance plan, Failure Modes, Effects and Criticality Analysis, provisioning data and packaging, handling, storage and transportation data; operator and maintainer training; calibration data; technical manuals for operations and maintenance; and diminishing manufacturing sources and material shortages.  This acquisition will also include Contractor interim support for major, minor, and off-site repairs and Options to Extend the Commercial Warranty on the first three PAO Carts procured by the MQ-4C Program for four 6-month periods beyond expiration of the original warranty.  The warranty shall include travel, teardown/evaluation, and repairs for MQ-4C PAO Carts stationed both inside and outside of the continental United States.  It is anticipated that the awarded contract will have a period of performance of 48 months (inclusive of option) from date of contract award.


The Government intends to negotiate this procurement under the authority of 10 U.S.C. 2304 9 99 9(c) (1), as implemented by FAR 6.302-1.  The Government does not own the data, drawings, or other specifications to permit full and open competition.  This notice of intent is not a request for competitive proposals.  However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government.  A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.  Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  No solicitation will be available for this procurement.
