This solicitation is a TOTAL SMALL BUSINESS SET ASIDE. The U.S. Fish and Wildlife Service (USFWS) -Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Request For Proposal for a firm-fixed non-commercial items construction contract for the restoration of Jim Brown Creek and Dan Lee Creek, part of the Chapman Wetlands Reserve Program (WRP), near Weippe, ID. The magnitude of this construction project is between $500,000.00 and $1,000,000.00. The NAICS code is 238990(All Other Specialty Trade Contractors) and the small business size standard is $15 Million. The basis of award will utilize the best value continuum tradeoff process in accordance with FAR subpart 15.101-1 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factors will be Stream Restoration Experience, Project Understanding & Approach, and Past Performance, where technical/non-price evaluation factors, when combined, are significantly more important than price. Options will be evaluated in accordance with FAR provision 52.217-5. Award is expected to be made within 8 weeks of the proposal due date. The anticipated performance period of the resulting contract will be from issuance of the Notice to Proceed through June 1, 2021. All In-Stream work must be completed between July 15 and September 15, 2019 and July 15 and September 15, 2020. All responsible SMALL BUSINESS sources may submit a proposal, which shall be considered by the agency. To be considered for award, interested contractors must be registered in the System for Award Management (SAM) database at (https://www.sam.gov).
