1. Description of Services: Nuisance and Exotic Plant Management in Florida and US Virgin Islands

2. Program Objective/Needs: The Government in its sole discretion will award a contract for Nuisance and Exotic Plant Management in Florida and US Virgin Islands to one (or more) contractors. The contract will be an indefinite delivery/indefinite quantity (IDIQ) multiple award task order contracts (MATOC) for procuring services for nuisance and exotic pest plant control. All work shall be performed in accordance with the Statement of Work (SOW), located in Section C of this solicitation. This solicitation allows for the possibility of one or more awards per region (contracts by tasks). Furthermore, this allows for single or multiple task orders per contractor and per region. Evaluations will be based on each individual region.

3. Delivery Schedule: The Government intends to award a one (1) year Base with four (4) options of one (1) year periods. The Period of Performance (POP) will be twelve (12) months from the contract award date. Option periods will also be twelve (12) months of POP from date of exercised option. A guaranteed minimum of $25,000.00 per contract will be awarded for the life of the contract. The total capacity of the MATOC is anticipated to be $3,500,000.00 based on the award of two or more contracts in the pool.

The minimum amount per task order for each contract is $25,000.00. Smaller task orders may be executed with the agreement of contractors. The maximum amount per task order will be $1,000,000.00. Once the pool of contracts has been established for the MATOC; each task order will be given fair consideration. Task orders may be awarded as fixed price.

4. Type of Contract: This solicitation is for an indefinite delivery/indefinite quantity (IDIQ) type contract. The solicitation number assigned to this requirement is P17PS00069. The solicitation is issued as a Request for Proposal (RFP) (See 52.212-2 for proposal submission information). If it is in the best interest, the Government may award one or more contracts as a result of this Request for Proposal (RFP) based on proposals received in response to this competitive commercial acquisition. This is a total small business set aside in accordance with FAR 19.502-2. The principle NAICS is 541620 and size standard is $15M.

5. Nature of the Work: The overall strategy of the National Park Service is to procure nuisance and exotic plant control work in Florida and in the US Virgin Islands for the Department of Interior (DOI).

All responsible sources may submit a complete proposal, which if timely received, shall be considered by the Agency. Companies must have valid DUNS numbers and be registered with System for Award Management (www.sam.gov). An offeror must ensure that they are self-certified under NAICS Code 541620 in the Representations and Certifications portion of SAM.gov.
