Synopsis:

This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service- Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform this requirement. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 484210. The size standard for NAICS 484210 is $27.5M. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision.


1. This source sought is being published, for market research purposes only, to identify potential sources capable of implementing, integrating, and operating a moving contract. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.


2. The contractor will be required to provide all personnel, equipment, tools, materials, supplies, transportation, supervision and other items and services necessary to perform moving and minor rigging services at The National Institute of Standards and Technology, located in Montgomery County, MD, 20899. Moving services include, but not limited to, moving office furniture and office contents (books, magazines, lamps, personal effects, etc.), disassembly and reassembly of modular office furniture and components, Conference set up (tables and chairs), and rigging/moving laser tables, granite tables, and similar laboratory equipment.


3. The Moving Contract will be a firm-fixed price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract that provides a streamlined means to complete a broad range of moving and minor rigging projects. During the life of the contract, NIST will identify moving/rigging tasks required for each specific job. This is only a Sources Sought Synopsis and is not a Request for Proposal (RFP).

4. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFP.


5. Interested parties are requested to submit a statement of capability outlining past work that is related to the requirements listed above. The statement of capability shall include:

f. CAGE Code
g. Small Business Category
h. Company's Business Size (i.e. annual revenues and employee size)
i. Brief Introduction of Company
j. Percent of Work the firm can commit to accomplishing painting tasks in-house (no subcontractor) labor.
k. Bonding capability on individual projects and aggregate requirements


6. Again, any information submitted by the respondents to this source sought synopsis is strictly voluntary. The company's standard format is acceptable; however, the limit for all responses is not to exceed ten (10) single-sided, 12 font size, 8 ½ x 11-inch pages. The submitted information shall be UNCLASSIFIED.


7. Responses shall be received no later than 12:00 P.M. (1200 hours) Eastern Standard Time (EST), March 1, 2019. Each submission should be virus scanned prior to being sent via e-mail to maliaka.pinkney@nist.gov
