Overview
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited.
The Department of Veterans Affairs NCO 6 Contracting Office, is conducting a market survey to find qualified contractors for an Indefinite-Delivery, Indefinite-Quantity, Multi-Discipline Contract with a base year and four option periods (1 year each) for Architectural and Engineering Services (architectural, mechanical, electrical, civil, structural, environmental/asbestos, fire protection and other associated disciplines), for the following stations:

The selected A/E firms shall provide professional A/E services for various VA projects as required. A/E services shall include, but are not limited to: site investigations, consultations, conceptual designs, plans and specifications, verification of as-built drawings, detailed drawings, accurate cost estimates and construction period services. Delivery or performance shall be made only as authorized by issuance of separate task orders. Task orders shall be based on contractors capabilities for each specific project.
The VA anticipates posting a solicitation to FedBizOpps, using Total Set-Aside procedures for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and/or Veteran-Owned Small Business (VOSB), depending on the amount of responses from interested contractors. Your company must be CERTIFIED in VetBiz to be considered under these set-aside procedures (see internet site: http://vip.vetbiz.gov). A/E firms will be selected in accordance with the Brooks Act, FAR 36.602-1, and VAAR 836.602-1, based upon their qualifications. After selection of the most highly rated firms, contracts will be negotiated for the various A/E discipline hourly rates, overhead rate, profit rate, costs of production, and any other allowable and reasonable costs for the base year and each option year utilizing form VHA-10-6298. One or more contracts may be awarded as a result of this announcement.

The NAICS 541310 is applicable to this acquisition; with a size standard of $7.5 Million in annual gross revenues averaged over the past three years.
Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors will be required to be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award.
