The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to issue a solicitation for a sole source, Cost-Plus-Fixed-Fee (CPFF) contract with Decathalon Development Corporation (DDC) in support of software development and maintenance for the continued operation of Integrated Budget, Planning and Execution System (IBPES) in a Navy Marine Corps Intranet (NMCI) environment. A draft Statement of Work is attached. Of specific importance is the ability to build and support the interface of IBPES with the NMCI network via technical support that includes developing, testing, creating, and running scripts for report generation compatible with Navy/NSWCDD ERP interfaces.


This requirement will be solicited in accordance with the authority of 10 U.S. C 2304 (c) (1) and FAR Part 6.302-1(a)(2)(iii), "Only One Responsible Source".


DDC has developed, tested, created and run scripts under its existing proprietary Application Server (AS) software, which interfaces the IBPES system with NMCI allowing for web browser application capability and report formatting and generation. IBPES is not accessible on the NMCI network without DDC's AS software. No other Contractor retains a currently developed line of scripts that are Department of the Navy Application and Database Management System (DADMS) approved and interfaces IBPES with NMCI. Additionally, procuring from another Contractor would require, at a minimum, development, validation, verification, and implementation of approximately 250 scripts as well as provide a developed, tested and DADMS approved middle tier AS which would allow for IBPES and NMCI functionality, resulting in duplication of cost and effort and a lapse in coverage during the period of script development, testing, and creation that would be unacceptable and detrimental to NSWCDD's ability to support the Navy.


The contract will include a one year base period and four one year option periods. The period of performance is anticipated to be for a total length of sixty (60) months. Responsible sources may identify their interest and capability which shall be considered by the agency. Capability statements shall address:


-Technical capability to perform the tasking;
-Length of time it would take to develop, test, create, and then successfully run the scripts required to interface IBPES within NMCI networks;
-Length of time the system interface would be down, and;
-Documentation demonstrating the Contractor's proposed system can meet the requirements to be DADMS approved


This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a Sources Sought and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services.


Firms interested in subcontracting opportunities should contact DDC directly. It is anticipated that the solicitation will be issued on or around 30 April 2020 and will be open for 30 days. Contract award is anticipated approximately around 31 December 2020.
