Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of Substance Abuse and Mental Health Services (SAMHSA) intends to sole source to:

This requirement is for annual software license renewal. SAMHSA uses IBM Cognos for Grants data and Learning Management System data. This type of BI is necessary to get maximum value from big data. This highly visual, user-led BI empowers users at all levels. This renewal is in support of various BI management dashboards. IBM Cognos is a Business Intelligence (BI) and Performance Management solution for data discovery & reporting that allows SAMHSA to create custom dashboards and reports. This is a renewal of the existing licenses.
The purpose of this acquisition is for Subscription of IBM Cognos System Renewal and Maintenance.
