THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATION OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE US ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPER IDENTIFIED INFORMATION.
The purpose of this sources sought announcement is to gain knowledge of interested, capable, and all qualified small businesses including but not limited to Small Business, 8(a) Small Business Development Program, Service
Disabled Veteran Owned Small Business, and Hubzone firms. The North American Industry Classification System
(NAICS) Code 541370; Size Standard $2 million.


To make appropriate acquisitions for the above project, the Government, will use responses to this sources sought announcement and possible future projects as determined to be in the best interest of the Government.


Project Information: The work will be broken into three phases, which are Hydrographic Survey equipment procurement, installation, and training. The contractor will assist with the installation of hydrographic survey systems on 9 different USACE survey vessels across Texas. Offices are located in Port Arthur, Galveston, Corpus Christi, and Brownsville. The staff in these offices will need to be trained on the specific equipment and software acquired. The contractor is expected to complete all three phases of the contract no later than 180 calendar days after the date the Contractor receives contract award.


Phase 1: Deliver Equipment within 90 days after contract award, with the following characteristics:
• (1) R2 Sonic 2024 transducer and rack mount systems. 1 spare deck cable.
• (4) Ping DSP 3DSS or Edgetech 6205 transducer and rack mount systems. 1 spare deck cable.
• (10) Applanix POS MV 5 Wavemaster II or Oceanmaster with submersible IMU and compact topside box. 4 spare cables and antenna required. Applanix POSPac software or equivalent.
• (10) Teledyne E20 or CV200 Echosounder
• (10) Dual frequency single beam transducer 40/200 kHz or broadband transducer such as the Airmar A563 (130-210 kHz and 25-45 kHz).
• (6) Xylem Castaway CTD or Odom Digibar S SVP.
• (2) Valeport Mini SVP
• (4) Universal Sonar Mount Vessel of Opportunity kit or hull mount kit, or equivalent Pole Mount System
• (10) Stealth or equivalent survey acquisition platform with 16GB RAM and a SSD.
• (1) Trimble Total Station
• (100) Tide Staffs


Phase 2: Install equipment within 30 days of Equipment Delivery.


Phase 3: Software and equipment training within 60 days of equipment installation.

The estimated award date for this project is mid to late November 2019.
