Hunting and Fishing Advertising
PURPOSE:
The purpose of this Request for Proposals is to solicit sealed proposals from qualified vendors to establish a one year contract with four one year renewals through competitive negotiation, to print and distribute Agency Regulations and to solicit businesses to purchase advertising space in the regulations and to manage that process.
IIBACKGROUND
The Department of Game and Inland Fisheries annually produces Hunting & Trapping in Virginia, and the Freshwater Fishing in Virginia Regulations that describe hunting and fishing regulations, and management activities in the state of Virginia. One Million copies of the digests are distributed each year to approximately 450 license agents, department offices, and other state, federal, local agencies, and private clubs, businesses and organizations.
III.STATEMENT OF NEEDS
The Department of Game and Inland Fisheries requires a contractor to print and deliver Agency Regulations to predetermined locations. Additionally the contractor shall solicit businesses to purchase advertisements in the Hunting & Trapping in Virginia, and the Freshwater Fishing in Virginia Regulations. The sale of advertisements and printing shall be conducted solely by the vendor. However, The Purchasing Agency shall have absolute control over what ads are acceptable and will appear in the publication. No advertisements shall be allowed within the regulation copy.
Printing Specifications: Hunting & Trapping in Virginia Regulations
Advertising: The contractor shall be required to sell and include advertisements in the Hunting & Trapping in Virginia Regulations. The monies from advertisement sales shall be applied to offset the purchasing agency printing costs. The contractor is responsible for copy, photographs and artwork for all advertisements.
Quantity: 500,000 copies; no under runs will be accepted and no more than 2% overruns.
Pages:Approximately 80 pages of regulation text. Additional ads may be included, which would wrap around regulation copy. Placement of ads in the centerfold may also be included.

Copy:Text will be available for pickup no later than May 1, 2007. Agency will provide a CD with Mac files saved in QuarkXPress 6.0, Photoshop CS, and Adobe Illustrator CS. Contractor shall output at 150 LPI, and 2,400 dpi for cover and 1200 dpi for text.
Four-Color: Four-color process throughout.
Stock: Currently printing is done on 30 lb. Newsprint
Proof: Currently digital proofs are provided. Proofs shall be received and reviewed only during normal working hours. Proofs shall be delivered to the Department of Game and Inland Fisheries agency contact identified in the contract.
