Human a Manipulator System
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is RFQ-NICHD-19-135 and is issued as a Request for Quotation (RFQ). The solicitation /contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2013-03. The North American Industry Classification (NAICS) Code is 334516 with a size standard of 1000. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute on Alcohol Abuse and Alcoholism (NIAAA) has a requirement to procure on a sole source basis with Sutter Instruments, One Digital Drive, Novato, CA 94949 to procure Human a Manipulator System.
Micromanipulator system is vital for physiology experiments at sub-cellular level. The laboratory already owns a total of 5 systems and the new addition will integrate perfectly with our existing electrophysiology recording equipment and software. These three additional amplifiers requested with this order are going to be used for two new voltammetry rigs and one imaging rig. Since this amplifier is specifically build for these recordings, it is currently the most cost-effective solution to upgrade our existing equipment and the current users can use the systems right away without extra training.

The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors - Commercial items; 2) FAR Clause 52.212-2, Evaluation - Commercial Items. As stated in FAR Clause 52.212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors will be used equally to evaluate offers: Technical Evaluation, Price, and Past Performance. The Government will make award based on Best Value.
Note: Past Performance Information: Vendors must submit a listing of the most recent contracts/awards (minimum of 3) which demonstrate similar work in nature to this Solicitation. Contracts/awards may include those entered with the Federal Government, state and local governments and commercial concerns. Include the following information for each contract or subcontract:

Interested vendors capable of providing the Government with the items specified in this synopsis should submit their quotation to the below email address. Quotations will be due 11:00AM EST August 13, 2019. Offerors shall send the quotation/proposal to Verne Griffin at verne.griffin@nih.gov. The quotation must reference Solicitation number RFQ- RFQ-NICHD-19-135. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov."
