The U.S. Government is seeking a Sources Sought for a Lessor to provide Housing/Buildings for 1,600 persons including dining facility for 400 persons. Housing/Buildings must be in the above delineated area and meet Government Federal Security Level (FSL) III or IV.  

Offered space must meet local, State and Federal regulations for housing to include but not limited to fire safety, occupancy permit, Americans with Disabilities Act (ADA) and other Local, State and Federal regulations.


Additional Requirements:


• Separate dining facility to accommodate 400 persons shift (breakfast, lunch and dinner).

• At Government expense will provide all furniture and linens for residences.


• At Lessor expense will provide all Housing/Buildings for a minimum of 1,600 persons and dining facility for 400 persons served at one time and all Operation and Maintenance (O&M), landscaping, exterior pest control, real estate taxes, management fees, on-site 24 hours 7 days a week handyman, exterior light bulb replacement, exterior and interior lighting repair/replacement. Government will provide interior pest control, Housing/Building custodial services, interior light bulb replacement, and perimeter fencing if required.


• At Government expense will provide a monthly allowance for electric, water, and sewage and reconciled quarterly. Meter(s) must be separate and specific for Government space.

• Housing/Buildings and dining facility must be available for occupancy within 90 calendar days from Notice To Proceed.

•Housing/Buildings must be equipped with a lavatory, operational and permanently installed HVAC with working thermostat, equipped with a fire alarm and carbon monoxide, and Hot and Cold running portable water.


• Dining Facility shall be modern, include all kitchen equipment, cold storage, food prep areas and free of any defects to serve 400 persons during breakfast, lunch and dinner in one shift within an hour.

• Housing/Buildings and Dining Facility must meet applicable Local, State, and Federal Code and regulations.

•Housing/Buildings and Dining Facility must be free of any structural, cosmetic, and functional defects.

• Minimum acres 25.00 - 35.00 of which 10 acres must be unimproved but buildable with available utility hookups with in close proximity and available for installation of Government owned temporary facilities as determined by the Lease Contracting Officer. Government will have the right to install additional Government owned temporary facilities including expanding dining facility to meet Government needs during the term of the lease at Government expense.


• Proposal must include a definitized purchase option at the end of the lease.
 
• Utilities (i.e. electricity, water, and sewage) will be provided by the Lessor and paid by the Government on a quarterly reconcilable basis, during the term of lease. Meter(s) must be separate.


Offered lease cost will be inclusive of all Rents, Real Estate Taxes, Management, Operations and Maintenance, and any applicable county/state assessment charges. Electric, water and sewage allowance will be provided as part of the offer as a separate line item.

Expressions of Interest must be received by email no later than June 4, 2019 at 4:30pm EST, and should include the following information at minimum.


Submission Requirements:
1. Building Name, address, and age.
2. Number of Housing/Buildings and Housing/Building floor plans; Available or Proposed.
3. Dining Facility Floor Plan; Available or Proposed.
4. Building Ownership information.
5. Amount of parking available onsite.
6. List of Housing/Building services provided.
7. Name, Address, Telephone Number, and email address of authorized contact.
8. Site plan
9. Provide lump sum Rental and O&M Cost and Purchase Option Price, and a description of additional tenant concessions offered if any.
