Request for Quotations (RFQ# 140P8319Q0027) - House Demolition
1. Introduction: The National Park Service (NPS), North Cascades National Park Service Complex (NOCA) has a requirement and is requesting quotations for House Demolition Services. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (2019-01 / 1-22-2019) and is set aside for small businesses; NAICS 238910 Site Preparation, and Building Demolition Contractors, with a small business size standard of $15 million average annual gross receipts for the past three years. Any resulting contract will be subject to the Service Contract Labor Standards, Wage Determination # WD 15-5541, with latest posting at www.wdol.gov on 1/01/2019. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the RFQ will be most advantageous to the NPS, price and other factors considered. The National Park Service (NPS) encourages the participation of disadvantaged and women-owned businesses.
2. Project Location: The project work area is located in Stehekin, Washington 98852, at the north end of Lake Chelan. The site is remote, and there is no road access to Stehekin, though there are roads within Stehekin Valley. The house (Karapostoles/Bell residence) is physically located approximately 2 miles north from the main Stehekin Landing and Golden West Visitor Center area. From Stehekin landing head North (up valley) on the main road until Bakery Road. Turn left (West) on Bakery Road, then the next left and it will be a red house on the right and out approximately 700 feet from the intersection. Additional information and Photos of the project area and house are provided in the attached Statement of Work (SOW) document.
Site Visit: An organized site visit is scheduled for Monday May 13th, from 12:30 - 2:00 pm; you can make arrangements for attending the site visit and viewing the specific project location by contacting the NPS Project Manager; Travis Kraft at phone, 360-854-7264 or email, travis_kraft@nps.gov. Requests for individual site visits will not be honored.
Prospective quoters attending the site visit will need to obtain transportation to and from Stehekin. For Ferry service the Lady Express boat arrives at Stehekin Landing at approximately 11:00 am and the slower Lady of the Lake arrives at 12:00 noon. The site visit will be timed so that attendees may return to the landing in time to depart on the Lady of the Lake, which departs Stehekin at 2:00 pm. Or you can arrange a private boat.

Again, Stehekin is a remote community located 50 miles from Chelan, Washington, at the north end of Lake Chelan. The Stehekin Valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat or barge. Lodging and meal services are limited in Stehekin. Contractors are advised that barges run infrequently and if needed it is recommended that contractors verify scheduled runs and costs or cost of charter runs, with the barge company before submitting a quote. Some tools and materials may be sent on the passenger ferry runs, however some restrictions may apply. Mountain Barge Services provides barge services between Chelan and Stehekin (Phone: 509-682-2493).
3. Statement of Work and Schedule: Project Target dates are June 3rd - September 30th, 2019. Please see the attached documents for Information and Clauses, Statement of Work (SOW) document and specific project details and if interested provide quote as indicated.

Answers will be provided in writing to the requester (if the answer is already within the RFQ) or provided in amendment(s) to the solicitation (RFQ). The Government reserves the right to cancel this solicitation.
