The Internal Revenue Services (IRS) intends to renew the contract for The Office of Statistics of Income Division for the subscription renewal of 22 "seats" for Hoover's PRO PLUSSB.
Dunn and Bradstreet's subscription on-line service to Hoover's Prospector Series is utilized extensively for researching financial and industry data for returns sampled for the Statistics of Income Corporation and Partnership Studies; whether researching a company that tends to be in the sample from year to year or a company new to the sample, a consistent data source for this research is highly important to the statistical integrity of the data. The Hoover's Prospector Series subscription is one of the primary research tools utilized for these SOI studies. The Corporation sample consists of approximately 115,000 returns while the Partnership sample consists of approximately 38,000 returns. The studies are conducted annually, with the data from these studies utilized for tax policy analysis by our primary users at Treasury's Office of Tax Analysis, the Joint Committee on Taxation (congressional), and Commerce's Bureau of Economic Analysis. Published data from these studies are used by the research community and members of the public. To support the project goals listed above, the on-line subscription service will provide the following: Updated information on industry and financial information for companies in the Dunn & Bradstreet database which is the source for the subscription; updated explanations for corporate structure and lines of business for companies in the Dunn & Bradstreet database; and access for 31 users, as well as ability to download necessary statistics. The delivery order period of performance shall be for 12 months in length, from date of award.

THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS. This procurement is anticipated as a Sole Source effort. Also, this concern will result in a Delivery Order contract. NAICS: 561450- Credit Bureaus, Hoover Subscription Renewal for 22 "seats" for Hoover's Pro PLUSSB. However, all interested parties who identify their interest and capability to respond to this requirement, will be considered. No solicitation shall be issued, therefore, all request for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in sole discretion of the Government. All interested partied must express their interest and capabilities in writing submitted via email by August 20, 2018 no later than 3:00pm. Documents over ten (10) pages in total shall not be accepted. Verification of email transmission is the sole responsibility of the contractor. All Treasury contractors are required to register in System for Award Management (SAM) database prior to receipt of award. All businesses doing business with the IRS are now subject to Tax Check, if found delinquent shall have a direct impact on ability to award to delinquent source. If no responses are received, an award shall be made to Dun & Bradstreet, Inc.

Place of Contract Performance:
Performance will only take place at the vendor's facility.

Period of Performance:
The period of performance is from 09/18/2018- 09/17/2019
