This is an Invitation for Bid (IFB) solicitation. A firm-fixed price contract is anticipated to be awarded approximately on 27 September 2019. Period of Performance is approximately about 334 days after Notice to Proceed.



CONTRACT INFORMATION: This announcement is a "Total Small Business Set-Aside" acquisition to renovate B92060 at Fort Hood, Texas. The North American Industrial Classification System code is 236220, which has a size standard of $36.5 million. A firm-fixed-price contract will be awarded using Invitation for Bid procedures. The contract is anticipated to be awarded approximately in September 2019. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted.


PROJECT INFORMATION: Construction range is between $1,000,000 and $5,000,000. This contract is a Design Bid Build for the renovation of the B92060 at Fort Hood, Texas.


This project will completely survey ad remove all hazardous materials including ACM, LBP, and Mold. Replace all major utilities inside the 5' line of the building. Replace HVAC to include upgrading the building envelope to meet current Army mandates, UFCs, Energy Codes, etc. Replace exterior doors and windows to meet energy standards and ATFP standards. Replace power distribution systems and lighting throughout building to meet current Army requirements. Assess current condition of roof and replace, if necessary. Repair/replace fire alarm and mass notification systems IAW current UFCs. Provide communications NIPR throughout building IAW Fort Hood NEC design guide and 13A manual. Coordinate with NEC. Address ABA accessibility issues throughout building. Renovate interior to accommodate a functional floor plan per end user's requirements TBD at charrette. Interior shall have new finishes installed throughout. Configure latrines per IBC fixture counts. Reconfigure/re-stripe parking lot parking spaces to comply with ABA, Force Protection, and other Code Requirement.


The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform the repair of Ammo RDT&E Facility (B92060) at Fort Hood, Texas, as specified in the Statement of Work and Design Plans that will be attached to the future Request for Proposal (RFP). All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements.


The United States Army Corps of Engineers (USACE) is committed to excellence in the construction activity for this requirement. The construction of this project shall achieve the highest quality of operations and aesthetics in meeting the requirements of the design while at the same time being cost effective.


The magnitude of construction is estimated to be between: $1,000,000 and $5,000,000.
