This is a small purchase acquisition over $25,000.00.

This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this announcement. This is a solicitation for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL. The government intends to issue a fixed price purchase order for a warranty protection plan for a Honeywell model 36-150G auxiliary power unit that is installed on the NOAA Gulfstream GIV aircraft. This notice constitutes the only Request for Quote (RFQ) and a written solicitation will not be issued.


DOC, EAD-KC requires that all contractors doing business with this office be registered with System for Award Management (SAM). No award can be made to a company not registered in SAM. This notice is hereby issued as RFQ No.NMAN6000-15-00509. This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)-77.

STATEMENT OF WORK:


1. Introduction and Background
The National Oceanic and Atmospheric Administration (NOAA) owns and operates a Gulfstream IV (GIV) SP SN 1246, registration N49RF. The aircraft is based at NOAA's Aircraft Operations Center (AOC) MacDill AFB in Tampa, Florida and is primarily operated as a high altitude research platform collecting critical data for Hurricane synoptic surveys and Winter Storm Surveillance Missions. This is the only aircraft that is capable of collecting this type of critical data essential for assisting hurricane modelers and track forecasts. During an aircraft upgrade program in 2009, the aircraft was outfitted with a new Honeywell Auxiliary Power Unit (APU) 36-150G, which is used for a variety of aircraft functions including: application of initial ground electric power, pneumatic power for starting the aircraft engines, and emergency power backup while in flight. Due to the financial impact of a high cost incident involving the APU, it is cost effective and mission critical to have a protection plan. In addition, this service protection plan through financial compensation will enhance the serviceability and operation of the APU 36-150G. The APU is required for the airworthiness of the aircraft. This program offers a viable alternative for managing future unscheduled maintenance expenses. The APU was previously covered under a 4-year manufacturer's warranty plan that expired in 2013. APU running time as of 01/28/2015: TSN 2280 hrs; TSO 613 hrs; Cycles 454.


Historical data of APU use by the NOAA GIV aircraft indicates the AOC runs the APU about 100 hours annually. This trend is predicted to continue at or below the average annual rate of 100 hours per year.


2. Scope of Work
The vendor shall be responsible for repairing or replacing the Honeywell P-763C, 36-150G APU installed in the GIV SP SN1246.


The vendor shall guarantee financial coverage for APU service bulletin updates, exchange components and/or modules.
The vendor shall pay the costs for parts and labor during both scheduled and unscheduled maintenance activities involving the APU.
The vendor shall provide a no-cost rental APU, if applicable, until the aircraft's Honeywell unit is repaired and returned. If there are further complications with the repaired unit, the vendor shall provide a new or overhauled part different from the off unit.
The vendor shall provide a plan which includes full protection responsibility for all of the APU components and APU equipment currently installed on the aircraft.
3. Period of Performance
This protection plan is required to begin coverage on March 15, 2015 and extend for one year through March 14, 2016 with four additional option years subsequent to the base period.


4. Submission of Invoices:
The Contractor shall submit invoices to the NOAA Aircraft Operations Center, Attention: COR Adam Abitbol, PO Box 6829, MacDill AFB, FL 33608-0829. The COR will review the invoice to ensure that the charges are appropriate for the supplies/services received and accepted, and will submit the approved invoice to the Government Finance office for payment.


PRICE/QUOTE: This is an order for commercial services. The line item(s) will be quoted and completed in accordance with the terms and conditions and specifications specified herein. The Department of Labor Service Act Wage Determination for the area in which the work is to be accomplished is applicable. Offerors can obtain the wage determination by accessing the following website: www.dol.gov/wagedeterminations. Prices quoted for contract line item numbers (CLIN) 0001 thru 0005 shall be fixed-price inclusive of all costs.

A quote submitted in response to this combined synopsis/solicitation must include pricing and the following in order to be considered responsive to this request:


Minimum Technical Factors:
1.Provide Warranty Protection Plan or Maintenance Service Protection Plan.
2.Submit copy of its FAA Repair Station Certificate covering Honeywell 36-150G APU
3. Submit proof of insurance or the ability to obtain insurance for the value of the APU

Technical Evaluation Factors:
4.Past performance references (at least one, no more than three) for which contractor has performed Honeywell APU 36-150G service
5. Location of repair facility proximity to NOAA AOC is desried
6. Contractor shall detail any plan exclusions separately and provide a description of what is not covered in the offered plan
7. Service Time: provide information regarding the average time it takes for the contractor to return the APU to full operational service. This time shall be counted from initiation of maintenance discrepany from the customer to when the maintenance issue achives full resolution and returned to service.

The evaluation of quotes will be conducted as a commercial item acquisition in accordance with FAR Part 12. The evaluation of quotes shall be based on the offeror's responsiveness to the items listed, offeror's price proposal and the offeror's ability to exhibit an understanding of the requirements. The Government will award the purchase order to the contractor that is the best value for the service. All responsible offerors may submit a response to this combined synopsis/solicitation which will be considered by the agency.
