Based upon advance joint planning conducted by the City, County, Continuum of Care (CoC), United Way of Greater Rochester, and the Homeless Services Network (HSN), Heading Home is envisioned to expand the current array and availability of services and programs for individuals and families who are homeless or at risk for homelessness in the greater Rochester community.
