SYNOPSIS DESCRIPTION: The Department of Veterans Affairs, Network Contracting Office (NCO) 19 Rocky Mountain Acquisition Center, 6162 S. Willow Drive, Suite 300, Greenwood Village, CO 80246 intends to solicit sources to enter into one firm-fixed price contract to provide Mental Health transitional living, emergency housing, and services consistent with Healthcare for Homeless Veterans (HCHV) contract objectives, which emphasizes on Housing First and Recovery Models to homeless Veterans. It is understood that the type of Veterans to be cared for under this contract will require therapeutic and rehabilitative services over and above the level of room and board. Transitional living for homeless Veterans which provides therapeutic and rehabilitative services would encourage a more adaptive level of psychosocial functioning.
Place of performance: The Contractor s transitional housing facility shall be located in Tulsa, OK.
Type of Contract: The Government intends to award a Firm-Fixed Price Contract.
Period of Performance: The Contract shall be a base year with four (4) one (1) year option years. The life of the Contract shall not exceed five (5) years.

Proposals submitted shall be due no later than 4:00 p.m. Mountain Time on October 06, 2017. The applicable NAICS code is 623220 with a small business size standard of $14.0 million. The solicitation reference is VA259-17-R-0541, Homeless Veteran Housing with Mental Health Diagnosis Services, and should be referenced in all correspondence/inquiries.
