SOURCES SOUGHT NOTICE
Residential Safe Housing Health Care for Homeless Veteran Program (HCHV)
Southeast Louisiana Veterans Health Care System (SLVHCS)
New Orleans, Louisiana

DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the appropriate level of residential safe housing care to the beneficiaries of the Department of Veterans Affairs, Southeast Louisiana Veterans Health Care System (SLVHCS) located at 2400 Canal Street, New Orleans, LA 70112 in the New Orleans catchment area. The estimated period of performance will be from the Award Date for one (1) base year with four (4) option years to renew and shall be exercised at the sole discretion of the Government. The number of veterans requiring residential safe housing services (bed days) over the next five years will fluctuate and cannot be adequately determined at this time. Therefore, the award of firm-fixed price Indefinite Delivery Contract (IDC) is anticipated. Please be aware all Federal, State and local labor laws will be applicable to this procurement including, federal minimum wage as provided in Section 6(a)(1) of the Fair Labor Standards Act. If you have specific questions regarding labor laws, you should contact your local Federal Department of Labor representative.
BACKGROUND: Services shall be furnished to beneficiaries for whom such care is specifically authorized by the Department of Veterans Affairs (DVA). It is understood that the type of patients to be provided services under this contract will normally require services above the level of simple room and board. Services shall include, but not be limited to, provision of an alcohol and drug free environment, facilitation of active voluntary affiliation with Alcoholics Anonymous/Narcotics Anonymous programs, supportive social activities, and individual counseling as required to facilitate overcoming resistance to engagement in DVA treatment or rehabilitative services.
The per diem rate established will be an all-inclusive rate. Charges rendered will apply only to the number of beds utilized, not to exceed a maximum of 10 safe house beds reserved for Veterans enrolled in Substance Abuse Treatment Program and in need of shelter while receiving treatment. It is understood that the clients to be cared for under this contract are Veterans who require shelter and/or are homeless, require care, treatment, and rehabilitation services for substance use disorders and/or co-occurring mental health disorder and are capable of self-care on a daily basis.
Services will be provided in accordance with all terms, conditions, and provisions listed in the schedule of the solicitation.
REQUIRED: Interested agencies will be licensed by the State of Louisiana in which its provider number is based, accreditation by a recognized accrediting body i.e. Joint Commission (JC) or Community Health Accreditation Program (CHAP).
All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis. Questions should be submitted by email to phyllis.shealey@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 623220 Residential Mental Health and Substance Abuse Facilities (size standard $15M). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement.

REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company can provide the requested services at time of award. Include your company s past experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small as defined by the NAICS (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no IDCs can be awarded to any offeror not registered in SAM.

Responses must be emailed to phyllis.shealey@va.gov no later than 4:00PM, Tuesday, July 18, 2019. Your response should include both the STATEMENT OF CABABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "Attention: Health Care for Homeless Veterans, New Orleans, LA in the subject line of your email. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
